Officer: Ph: (202) 267-2515 The Coast Guard has a requirement for a
video compression/decompression system consisting of two separate
units. The first unit digitizes and compresses video from an existing
Government-owned camera. The input to the unit is EIA RS-170 (black and
white) video. The digitized output of the unit shall conform to the EIA
RS-422 standard. The second unit decompresses the EIA RS-422 data
output by the first unit and outputs EIA RS-170 video. Bandwidth
allocated for the RS-422 compressed video will range from a low of 128
kilobits per second to a high of 1.544 megabits per second. High
picture quality will be required; full motion video is not a
requirement. Control of a system shall be through a standard RS-232 or
RS-422 communications port. Use of an open architecture and a standard
compression algorithm is desired. One S-VHS videotape with four
separate segments recorded at an actual Vessel Traffic Services (VTS)
site will be issued as part of the solicitation. This tape shall be
played into the offerors system at the video input of the first unit
and recordings made of the RS-170 output of the second unit. The
recorded offeror's output tape(s) must be returned with proposals. The
anticipated period of contract performance is 4 years. The base award
will be for 16 units delivered 90 days after contract award. Optional
quantities are 12 systems, 4 systems per year over the next 3 years.
The above items are not all-inclusive, but are representative of the

minority, women-owned, and disadvantaged business enterprises to
acquire short-term working capital assistance for
transportation-related contracts. Loans are available under the DOT
Short-Term Lending Program (STLP) at prime interest rate to provide
accounts receivable financing. The maximum line of credit is $500,000.
