A -- MATERIALS RESEARCH FOR HIGH SPEED CIVIL TRANSPORT AND GENERIC HYPERSONICS POC NASA Langley Research Center, Industry Assistance Office, Mailstop 144, Hampton, VA 23681-0001. NASA Langley Research Center has a continuing program supporting the work in the development of advanced metallic alloys and fiber reinforced composites for actively cooled thermal structures and the development of lightweight hot structures for hypersonic vehicles which offer reliable high temperature performance for repeated missions. Potential sources for this specific requirement are being sought who have: experience in developing aluminum and titanium alloys and advanced fiber reinforced composites in foil and thin sheet forms for application at high temperatures up to 800xC, expertise in developing advanced alpha+beta, alpha and beta titanium alloys with enhanced super plastic forming characteristics, higher specific modulus and strength, improved creep resistance, better stress corrosion resistance, higher temperature capability and lower procurement costs, expertise in innovative methods of super plastic forming lightweight metal structures including unique patented Gas Mass Forming (GMF), expertise in fabrication methods for multi-sheet titanium sandwich panels with complex curvatures and superior heat transfer properties, and forming and joining methods for titanium matrix composites, experience in designing, fabricating and conducting elevated temperature testing of very large titanium matrix composite fuselage structures, expertise in multi-disciplinary optimization of complex aerospace vehicles, expertise in advanced structural analysis and design tools for hypersonic vehicles and analysis tools for heat transfer and aeroheating, internal stress analysis and structural design, expertise in developing strength and life prediction analysis methodology for actively cooled thermal structures, expertise in elevated-temperature durability testing and analysis, world class facilities and equipment for fabrication and testing of large high temperature metallic structures including: super plastic forming and diffusion bonding equipment for large structural components, development and fabrication facilities for multisheet honeycomb and temperature/humidity/altitude/vacuum chambers for conducting durability testing under simulated environmental conditions for hypersonic flight. This procurement will provide for a maximum level effort of approximately 100,000 hours over a 3 year period. Interested offerors having the required specialized capabilities to meet the above requirements should submit a capability statement indicating the ability to perform all aspects of the effort described herein and at least one reference from a previous contract, preferably from a Government agency. (Please provide a contract number, names of cognizant contract personnel, and an applicable telephone number on the contract). Offerors must identify the equipment which they will furnish to perform the work. This synopsis is for information and planning purposes and does not indicate a commitment by the Government nor that the Government will pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resulting solicitation for the requirement. Firms responding should indicate whether they are a socially or economically disadvantaged business firm, a small business, an 8(a), and/or a women-owned business. The Government reserves the right to consider a small business or 8(a) set-aside based on responses hereto.
