government of the Republic of Slovakia has received a grant of 523,000
USD from the U.S. Trade and Development Agency (TDA) for technical
support for the modernization of the national network within Slovakia.
The purpose of the effort is to plan for the eventual conversion of
network facilities to asynchronous transfer mode (ATM) technology. The
TDA-sponsored technical support will consist of demand analysis and
engineering solutions, as well as recommendations for supplier
selection. The contractor's project team must include personnel with
experience in telecom network design and operation, and working
knowledge of the European technical standards and the market for
advanced services in central Europe. The prime contractor will be a
U.S. consulting firm and will be paid in U.S. dollars. Following
completion of the study, the contractor will become a resource to U.S.
industry, providing briefings on Slovakian investment opportunities.
Slovenske Tekelomunikacie will select the U.S. consultant. Interested
firms should submit a proposal in English to ST. Proposals must include
(1) identification and qualifications of contractor personnel and any
subcontractor personnel, (2) relevant experience of personnel, (3)
schedule of work, (4) budget with supporting cost data, including any
subcontractor cost data, (5) name, title, address and telephone and fax
numbers of contractor representative. Proposals must be received in
Bratislava by C.OB. May 29, 1995. Contractor selection criteria and
relative importance: Contractor's experience with network planning and
high-speed, packet-switched technologies (35%), contractor's
experience on international projects of comparable magnitude (30%),
qualifications of personnel nominated for this project (25%), work
schedule and budget (10%). Slovenske Telekomunikacie reserves the right
to reject all bids, and to contract with the selected consultant for
all subsequent work related to this project. Firms agree by their
response to this announcement to abide by the procedure for this
procurement. A definitional mission (DM) report is available from the
U.S. Trade and Development Agency (''USTDA''), Room 309, SA-16,
Washington, DC 20523-1602. Requests for the DM should be faxed to the
IRC, USTDA (fax: (703) 875-4009). Please include: your name, company
name, address, and telephone number. No telephone requests will be
honored. If you would like the report sent to you via courier delivery
service, include the name of the courier company and your firm's
account number. Only U.S. firms and individuals may bid on this
USTDA-financed activity. Interested firms, their subcontractors, and
individuals (including employees of such firms and subcontractors) must
qualify under USTDA's nationality requirements as of the due date for
submission of qualifications and proposals and, if selected to carry
out the USTDA-financed activity, must continue to meet such
requirements throughout the duration of the USTDA-financed activity.
All goods and services to be provided by the selected firm and its
subcontractors must have their nationality, source, and origin in the
United States or Slovakia. In no case shall goods or services having
their nationality, source or origin in Slovakia exceed twenty percent
