(Site Code DAAC79) Advanced Engineering training courses to be
presented by an ABET accredited university to Government Engineering
Students at the United States Army Materiel Command (USAMC) School of
Engineering Logistics (SEL) located at Red River Army Depot (RRAD),
Texarkana, Texas. The program may be presented at the SEL location
using either instructors on-site, by satellite (or equivalent live
presentation), video tapes, or a combination of methods. The courses
shall be scheduled in a fashion that is typical of the way courses are
presented in a Graduate School. The proposed courses in the program
should be predominantly in the Industrial Engineering, Industrial
Management, and Computer Science area. The contractor shall develop
instruction material covering the topics outlined for courses and shall
provide classroom instruction using the material. All courses shall be
taught in English by instructors who are fluent in English. The
contractor shall develop a degree plan for a Master's Degree in
Engineering, utilizing both the SEL Government training and the
advanced courses taught by the contractor. The solicitation will be
issued approximately 7 June 1995; a preproposal conference is
tentatively scheduled for 22 June 1995. Contract award will be based on
the best value to the Government. Contract will be a firm fixed price
requirements type with delivery of training to be in accordance with
the terms and conditions of the contract and as specified on each
delivery order. Term of the contract will be a Base Year consisting of
twelve (12) months beginning approximately 5 September 1995 and will
include provisions for an additional four (4) option years at twelve
