Description: The Commercial Non-Deveopmental Item (NDI) Barge Derrick
will be a steel hulled vessel, non-self propelled, built to American
Bureau of Shipping standards and which will meet the certification
requirements of the U.S. Coast Guard, Occupational Safety and Health
Administation, and the International Cargo Gear Bureau. The Barge
Derrick will be rated for approximately 115 long tons (LT) on the main
boom and 25 LT ton on the auxiliary boom. The main boom will have an
operating radius from 60 feet (minimum) to 175 feet (maximum). The
auxiliary boom's operating radius wil be 63-190 feet. A whip hook will
have a rated capacity of approximately 4.5 LT, with an operating
radius of 79-215 feet. The Barge Derrick will be approximately
175x75x12 feet in size. It will have a 15 person crew, which will be
accomodated on board. A five year Indefinite Delivery, Firm Fixed Price
Contract is contemplated. The minimum and maximum quantity for each
year will be 1 each and 6 each, respectively. An initial quantity of 1
each will be awarded in first ordering period. FOB Point:
Origin/Optional Destination with deliveries to Balitmore, MD; Fort
Eustis, VA; Hythe, Southhampton, UK; and Tocoma, WA. First Delivery is
due 830 days after contract award. There is no procurement history
available. Best Value procedures will be utilized in the evaluation
process. This is an unrestricted competitive proposal. All responsible
