FOR INSTALLATION ON A 30 FOOT RIGID INFLATABLE BOAT. SOL

Smith, 301-227-1640. The Carderock Division, Naval Surface Warfare
Center (CDNSWC), IAW FAR 6.302, intents to solicit and negotiate with
only one source, Gillman Corporation, Gilman, CT, for a Gilman Ionomer
Foam Sponson System, Type 400, in three sections. The sponson system
will be delivered and installed on a 30 foot rigid inflatable boat. The
color of each sponson shall be white. The outer diameter is 24 inches
and the inner diameter is 19 inches. There will be 2 straight sections
each approximately 22 feet long, one for the port side and one for the
starboard side of the boat. There will also be one preformed bow
section. The foam sponsons shall provide high buoyancy and energy
absorption at low weights while being strong enough for structural
attaachments. The base material of each sponson shall meet or exceed
all of the following characteristics: (a) nominal density of 0.96 g/cm3
(ASTM D-792), (b) tensile impact at 73 deg. F = 600 ft-lb/in2 (ASTM
D-1822S), (c) flexural modulus at 73 deg. F = 36 kpsi (ASTM D- 790),
(d) hardness (shore D) =61 (ASTM D-2240), (e) tensile strength = 4.4
kpsi (ASTM D-638), and (f) abrasion resistance = 410 NBS Index (ASTM
D-1630). Effective utilization of the foam sponson in the marine
environment shall be proven. This proof should include US Coast Guard
approvals or uses if available, but USCG approval or use is not a
requirement. The form sponson shall not be composite coated nor shall
it be encapsulated in neoprene or hypalon. The solicitation will be
issued on or about 1 May 1995 and will close approximately 30 days
