202-324-2265. The Federal Bureau of Investigation (FBI) intends to
negotiate on a sole source basis with Physical Sciences, Incorporated
(PSI), to build an instrument that will survey the magnetic flux
patterns on the surface of magnetic recording tape. The contract will
be a cost-plus-fixed-fee type with the option to buy additional
quantities. The instrument development is based on previously funded
research at PSI to image the residual magnetic flux remaining on an
analog magnetic recording tape caused by a record stop. The results
were digitize and display in much greater detail than was available
with ferro fluids and encompassed a greater surface area than could be
done with a single scan of a magnetic force microscope. The instrument
to be developed will have at least a 40 db dynamic range, resolution
variable from 100 to 1 microns and the ability to produce a high
resolution isometric image of the data scanned in several centimeter
square area within several minutes with the scanned media at room
temperature. The entire process will be nondestructive to the media
under test. Vendors able to meet this requirement are invited to
identify their interest and capability by submitting a proposal to
include technical capabilities, pricing and any other information which
establishes its bona fide ability to meet this requirement within
forty-five (45) days of this publication. If no affirmative responses
are received within this time that clearly establishes a comparable
source more advantageous to the government, negotiations will take
place with PSI on a sole-source basis. All inquires shall be in writing
