This is a notice of intent to issue a sole source contract to Professor Richard Shultz, Professor of International Security Studies Program, The Fletcher School of Law and Diplomacy, Tufts University. He is to provide a comprehensive book on MACVSOG: A Strategic Analysis and Lessons Learned from a Covert Special Operations Campaign; Oral History Collection and Lessons Learned from MACVSOG: Implications for Post-Cold War Covert Special Operations. Offerors who can furnish the required items, may submit, in writing, a proposal substantiated by technnical data, brochures, etc. to include pricing (FOB Destination). All responses must be received within 15 calendar days of the date of this CBD notice. All responses from responsible sources submitting the required information will be fully considered. As a result of analyzing response to this synopsis of intent, the Contracting Officermay determine that a solicitation will be issued. If a solicitation is issued, no additional synopsis will be published. Any such solicitation will be issued to the intended vendor and all firms that respond to this synopsis of intent or otherwise request a copy of the solicitation. No contract award will be made on the basis of any responses to this notice, as the synopsis of intent shall not be considered a solicitation document. (101)
