NAVY YARD, BUILDING 175, Washington, DC 20374-5095 C -- C-INDEFINITE QUANTITY CONTRACT FOR ENERGY CONSERVATION DESIGN AND
ENGINEERING SERVICES AT VARIOUS LOCATIONS UNDER THE COGNIZANCE OF THE
NAVY PUBLIC WORKS CENTER, WASHINGTON, DC. SOL N68925-95-D-A452 POC
ROBIN FOWLER, Contract Specialist, 202 685-8208. Architect-Engineer or
Engineering Services are required to conduct comprehensive lighting
retrofit surveys, facility water and energy audits, and provide
subsequent designs for energy conservation and lighting retrofit
projects at various locations under the cognizance of the Navy Public
Works Center, Washington, DC. Lighting retrofit surveys shall include
surveying facility lighting systems and the preparation of programming
documentation (DoD form 1391) for all projects in accordance with the
Energy Conservation Investment Program (ECIP). Lighting retrofit
survey documents shall include a record of: existing facility lighting
systems (including exit signs) and conditions, proposed retrofit
measures and basic floor plans for each facility. Design services for
identified lighting projects shall be required for the preparation of
plans, specifications, cost estimates, project submittals, calculated
economic feasibility of retrofit measures, lighting fixtures schedules,
disposal and recycling cost estimates, total annual lighting savings
summary, life-cycle cost analysis, programming documentation (DoD Form
1391), all applicable utility rebate forms and all associated
engineering services. Projects shall cost principally of an electrical
engineering nature. Energy audits shall include surveying facilities
and associated energy and water consuming equipment, analyses of
conservation opportunities and preparation of programming documentation
(DoD Form 1391) for all projects with a payback of 10 years or less and
with a savings-to-investment ratio (sir) of 1.5 or greater. Audit
documents shall include a record of: facilities and systems surveyed,
existing energy and water systems in service conservation opportunities
examined, projects documented as having a 10 year or less payback, and
opportunities not documented along with reasons for not being
feasible. Energy audits shall evaluate the overall efficiency of
building envelopes, water usage, all energy systems, as well as the
individual components comprising those systems. Audits shall also
describe current operation and maintenance procedures, suggestions for
improvement, and possible monetary and energy savings resulting from
such improvements. Audit information shall be used to identify energy
and water conservations projects. Projects with a 10 year payback or
less and a SIR of 1.5 or greater shall be identified for design
opportunities. All conservation opportunities examined and deemed not
to meet this criteria shall be recorded with simple payback and SIR
analysis. Additionally, all alternative renewable energy sources must
be considered such as solar energy, geothermal energy and urban waste.
Optional additional design services for identified projects may be
required for the preparation of plans, specifications, cost estimates,
project submittal preparation and all associated engineering services.
Anticipated projects resulting from information gathered from energy
audits shall consist principally of a mechanical engineering nature,
with electrical engineering and architectural disciplines assisting.
Types of facilities for both lighting retrofit surveys and energy
audits include, but are not limited to, administrative offices,
barracks, instructional, research and development, hospitals,
laboratories, medical research, industrial shops, data processing, high
security and historical facilities. The A-E firm must have experience
in preparing energy analyses and designs in the following disciplines:
MECHANICAL ENGINEERING - heating, ventilation and air conditioning
systems, steam and hot water boilers and convertors, chilled and hot
water distribution systems, industrial ventilation, energy analysis and
control systems; ELECTRICAL ENGINEERING - interior and exterior
lighting systems including exit signs, electrical power systems, energy
analysis and electrical metering; ARCHITECTURAL - energy analysis of
building envelopes, including windows, doors, roofs, wall and ceiling
insulation. The work may also require associated support services in
the civil, fire procection and structural disciplines;
review/evaluation of construction contractor proposals; public works
facilities conditions inspections; shop drawing review; construction
consulation and inspection services; preparation of construction record
drawings; and the preparation of Operating and Maintenance Support
Information (OMSI) for any project designed under this contract. The
A-E firm must demostrate its (and each key consultant's) qualifications
with respect to the published evalation factors for all services listed
above. Specific evaluation factors include: (1) PROFESSIONAL
QUALIFICATIONS NECESSARY FOR SATISFACTORY PERFORMANCE OF REQUIRED
SERVICES - Firms will be evaluated in terms of the design staff's and
consultants: (a) experience on energy conservation projects, and (b)
active professional registration in the state in which the design
services will be performed; (2) SPECIALIZED EXPERIENCE AND TECHNICAL
COMPETENCE OF THE FIRM IN THE TYPE OF WORK REQUIRED - Firms will be
evaluated in terms of their (a) recent experience (within the past 5
years) with regard to performing lighting retrofit surveys, energy
audits, life-cycle analyses and energy conservation designs, and (b)
internal quality control program used to ensure technical accuracy and
discipline coordination; (3) CAPACITY TO ACCOMPLISH THE WORK IN THE
TIME REQUIRED TIME - Firms will be evaluated in terms of (a) Ability to
accomplish multiple large projects simultaneously, (b) present
workload, and (c) ability to sustain the loss of key personnel while
accomplishing work within required schedules; (4) PAST PERFORMANCE -
Firms will be evaluated on past performance on contracts with
Government agencies and private industry in terms of cost control,
quality of work, and compliance with performance schedules; (5)
LOCATION - Firms will be evaluated on their location with respect to
the general geographical area of the contract and their knowledge of
local codes, laws, permits, climate, construction materials and
practices of those areas (provided that application of this criterion
leaves an appropriate number of qualified firms, given the nature and
size of the project); and (6) VOLUME OF WORK - Firms will be evaluated
in terms of work previously awarded by DoD during the previous 12
months, with the objective of effecting an equitable distribution of
work among qualified A-E firms, including small and small disavantaged
business firms and firms that have not had prior DoD contracts. Firms
are required to prepare cost estimates utilizing a computerized format
and the specifications in the SPECSINTACT system format. Firms shall be
responsible for accomplishing designs and preparing drawings utilizing
Computer-Aided Design and Drafting (CADD) and delivering the drawings
in Intergraph MicroStation PC, version 5 or higher, MS-DOS, digital
format (.dgn) The Government will only accept the final product for
full operation, without conversion or reformatting, on the target
system. The current target system is MS-DOS/WINDOWS operating system.
Scanned drawings shall be delivered in native Intergraph format. The
design contract scope may require evaluation and definition of asbestos
materials, lead paint and other hazardous material dispositions. Fee
negotiations would provide for laboratory testing and subsequent
preparation of plans and specifications may require definition of
removal and/or disposal process. Firms responding to this annoncement
must be prepared to accept the aforementioned as a part of their
contract responsibility. The duration of contract will be for (1) one
year from the date of initial contract award or $1,000,000 in fees,
whichever comes first. The proposed contract includes four (4) one year
Government options for the same basic professional skills. Subject to
necessary changes, the total A-E fee that may be paid under this
contract will not exceed $5,000,000. This solicitation may include
multiple awards. The A-E which meets the requirements described in the
announcement are invited to submit a completed SF 254 and 255, US
Government (A-E) qualifications, to the office shown above. Only
interested firms responding by COB (4.P.M EST) 30 days from the date of
this announcement will be considered for selection. If selected for
award large business concern will be required to submit Subcontracting
plans. No other general notifications to firms under consideration for
this project will be made and no further action is required. This is
