of Indonesia invites submission of proposals from U.S. firms which are
qualified on the basis of experience and performance to prepare airport
feasibility studies for the proposed development or redevelopment of
airports in Padang, Medan, Solo and Lombock. Only one firm will be
selected to perform each feasibility study, but no firm will be awarded
more than two studies to perform. Proposing firms should indicate which
studies they are interested in performing; firms may indicate interest
in any number of the studies. The selected firms will work closely
with the Ministry of Communications and the Directorate General of Air
Communications to review development priorities at each airport,
recommend construction scheduling and phasing, and determine costs
associated with the proposed development plan. Each study should be
sufficiently detailed to provide (1) and airport layout plan for the
airport in conformance with technical requirements; (2) estimated
construction costs for the proposed terminal and airfield facilities,
including assumptions upon which the construction cost estimates are
based; (3) a proposed construction bidding and project construction
schedule for the initial phase of development; (4) proposed phasing of
subsequent development needs; (5) estimates of proposed operating
costs for the airport; (6) preliminary estimates of levels of rates and
charges required to be charged upon which those estimates are based,
and (7) limited market analysis/demand forecasting required to provide
support for project financing. A Definitional Mission report, which
includes a scope of work, is available from the U.S. Trade and
Development Agency (''USTDA''), Room 309, SA-16, Washington, DC
20523-1602. Requests for the Definitional Mission report should be
faxed to the IRC, USTDA (fax: (703) 875-4009). Please include: your
name, company name, address, and telephone number. No telephone
requests will be honored. If you would like the report sent to you via
courier delivery service, include the name of the courier company and
your firm's account number. Selection of the consultants will be
administered by the Ministry of Communications in Jakarta, Indonesia.
All interested U.S. firms should submit five (5) copies of their
proposals to Minister Haryanto Dhanutirto, Minister of Communications,
Jl. Merdeka Barat 8, 9th floor, Jakarta Pusat, Indonesia, telephone
011-62-21-3456332; fax 011-62-21-3452657 by May 26, 1995. The selected
consultants will be paid in U.S. dollars from four grants to the
Ministry of Communications by the U.S. Trade and Development Agency in
the following amounts for the four projects: (1) Medan $170,000; (2)
Padang $130,000; (3) Solo $130,000; and (4) Lombock $170,000. The
Ministry will review the proposals based upon the following criteria:
(1) Experience in preparing airport feasibility studies associated with
airport financing, including cost estimating, market analysis and
demand forecasting, revenue projections and operating cost analysis
(40%); (2) expertise in airport master planning (25%); (3) airport
design, engineering, and space planning expertise (15%); and (4)
qualify and experience of professional staff assigned to this project
(20%). Only U.S. firms and individuals may bid on this USTDA-financed
activity. Interested firms, their subcontractors, and individuals
(including employees of such firms and subcontractors) must qualify
under USTDA's nationality requirements as of the due date for
submission of qualifications and proposals and, if selected to carry
out the USTDA-financed activity, must continue to meet such
requirements throughout the duration of the USTDA-financed activity.
All goods and services to be provided by the selected firm and its
subcontractors must have their nationality, source, and origin in the
United States or Indonesia. In no case shall goods or services having
their nationality, source or origin in Indonesia exceed twenty percent
of the amount of the grant provided by USTDA. Firms agree by their
response to this announcement to abide by the procedures established
