Authority is seeking to retain a Consultant to assist in the
development of a strategic plan for the utilization of its
communications infrastructure and operations over the next twenty
years. The Consultant will evaluate the Authority's present and future
communications and data requirements for all major systems that will
utilize the Authority's system-wide Fiber-Optic/copper cable network
and radio transmission. The Consultant must have both management and
technical expertise in developing voice and data communications systems
using both wire and wireless technologies currently available. For

694-3191 or 3192. The budgeted amount for this contract is $1.5 Million
for a duration of 18 months. The contract that will be issued for this
project will be indefinite quantity and task orders will be issued on
an as-needed basis. The evaluation criteria established for this
project are listed here, not necessarily in the order of their
importance: firm's and proposed team members' experience with the
technical features of communications systems at comparable businesses,
such as other transit operators, government agencies, and regional
utilities; firm's and proposed team members' experience with the
organizational structures supporting communications systems at
comparable businesses, including expertise advising businesses on
structuring relationships among capital planning, maintenance, and
operational functions; firm's and proposed team members' experience
assisting comparable businesses with developing a comprehensive
communications strategy; firm's and proposed team members' experience
with radio, fiber, copper and data communications; firm's and proposed
team members' experience working with major public sector agencies,
particularly in the New York Metropolitan area; firm's and proposed
team members' experience in preparing an inventory and evaluation of
communications assets as well as in optimizing the use of existing
assets; firm's and proposed team members' experience with managing the
transition from old to new communications systems; and the Cost
Proposal, including an estimate of the hours and hourly rates for
identified work items. The Minority Business Enterprise Goal for this
project is 15%, and the Women-owned Business Enterprise Goal for this
project is 5%. Disadvantaged Business Enterprises will be given full
opportunity to submit proposals and will not be subjected to
