purpose of this notice is to identify interested, capable sources to
provide support for the maintenance (including modifications) of a
Program Management Support System (PMSS) being used by the Air Force
Materiel Command (AFMC) Materiel Systems Group (MSG) and the Joint
Logistics Systems Center (JLSC). The system has been installed at over
25 DOD sites throughout the United States. The PMSS core application
software is the Robbins-Gioia Control and Analysis Tool (CAT) and is,
therefore, proprietary. Other applications have been written in the CAT
language as modular applications which are peripheral to PMSS and serve
a variety of requirements. These include the JLSC developed Programmed
Depot Maintenance Support System (PDMSS) module, the MSG Financial
Management Module, Contract Management Module, the Program and Resource
Management Application, and other applications. The current system is
maintained by Robbins-Gioia under Indefinite Delivery, Indefinite
Quantity (IDIQ) contract F33657-93-D-2035 which expires 30 Sep 1997.
Current program management support combines the expertise of on-site
contractor support with automated program management tools to help
develop program plans and schedules, track technical, schedule and cost
progress, and conduct ''what if'' analyses. Additional functions
include critical path networking, resource and configuration
management, and high resolution graphics. The Government requires
continued support for all application software, including potential
modifications, telecommunications interface support, documentation,
training, cost/budget analysis and supplies. The current system
supports over 1000 users and 28 program offices at multiple agencies.
The system hardware configuration consists of two central sites with
Hewlett-Packard mini-computers with multiple CPUs and the Operating
System software is HP-RTE-A. User terminals are primarily DOS based 486
machines. All hardware items are purchased, not leased. The graphics
(Computer Aided Design (CAD)) software is Government-furnished. Period
of performance is anticipated to be 01 OCT 95 through 01 OCT 97. This
is a modification to increase the amount of work presently being
performed under the current contract. An organizational Conflict of
Interest provision excluding participation in any project for which
PMSS/PDMSS analytical support is provided will be incorporated into any
resultant contract. No telephone responses will be honored. NO
SOLICITATION IS AVAILABLE. Interested vendors should submit literature
or brochures indicating their business experience/capabilities as it
relates to program methodology, automated program management tools, and
on-site contractor program management expertise. The program
methodology should readily support all logistics processes and
applicable Department of Defense, Department of the Air Force, and AFMC
policies and procedures. Request vendors submit company size based on
