craft to the James River Reserve Fleet, to accomplish hull cleaning and
coating, inspection and repairs to sea valves and propulsion shafting,
hull plating renewal, fender system installation and other sequences
typical to drydocking. Any interested firm may request a copy of the
solicitation and all responsible offerors may submit bids which shall
be considered by the Agency. The Maritime Administration requires that
to be eligible for award under this solicitation offerors must: Be
holders of the MARAD Master Lump Sum Repair Agreement (MLSRA) or shall
apply for and agree to the terms and conditions of the MLSRA. Offerors
may accept the MLSRA with their bid; nonholders shall provide annual
representations and certifications as required by the MLSRA. Delivery
schedule is 21 calendar days, plus towing allowance days, after
effective date of a written Notice to Proceed. No telephone requests,
only written and facsimile requests are acceptable. For Minority,
Women-Owned and Disadvantaged Business Enterprises: The Department of
Transportation (DOT) Office of Small and Disadvantaged Business
Utilization (OSDBU) has a program to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital assistance for transportation-related contracts. Loans are
available under the DOT Short Term Lending Program (STLP) at prime
interest rates to provide accounts receivable financing. The maximum
