Burton, 210-221-3751 Solicitation No. DAKF49-94-R-0013 was issued 8 September 1994 as a competitive 8(a) set-aside. Amendment 0001 was issued 7 October 1994 extending the time for receipt of offers to ''INDEFINITE.'' Amendment 0002 will be issued changing the solicitation from the 8(a) program to full and open competition to allow the Texas Commission for the Blind to submit an offer under the Randolph Sheppard Act. The solicitation will also be changed to a cost comparison study under OMB Circular A-76. Place of performance is Fort Sam Houston, Texas. The services required are Full Food Service for USAG Dining Facility, Building 2265 (rated capacity: 650); Full Food Service for Dining Facility #2, Building 1377 (rated capacity: 1500); and Dining Facility Attendant Service during renovation of Dining Facility #2, currently scheduled to begin on or about 1 April 1996. During renovation the dining facility will be closed for approximately 12 to 18 months. As a cost comparison study under the provisions of OMB Circular A-76, the study will compare the cost to accomplish the work in- house and proposals received to determine the most cost effective method. A contract may not result from the solicitation. The contract, if awarded, will be for a basic one-year period (scheduled to begin 1 April 1996) with three one-year option periods. This procurement is subject to the restrictions of the Randolph-Sheppard Act (priority for blind vendors in award of the contract).
