825 N. Capitol St. NE,Room 6406 Washington, DC 20426 R -- TECHNICAL SUPPORT SERVICES FOR GEOGRAPHIC INFORMATION SYSTEMS The
Federal Energy Regulatory Commission (FERC) intends to procure the
services of RAAM Consultants to provide Geographic Information Systems
(GIS) services to the Office of Hydro Power Licensing. The consultant
will be required to provide 1,000 man hours of application development
support to perform the following tasks; Process scanned aperatue card
data into digital vector data; Translate TIGER, DLG, and DEM data;
Provide support for digital image processing, image registration,
translation of digital images to various raster file formats including
CCIT-Group4, TIFF - Type G, continuous Tone COT; Provide C Language
programming to transfer TIGER data, including labels, to DLG file
format; Customize existing software and develop new software to
facilitate scanning and display images in COT file format for use with
Intergraph's ISI imager; Develop command tables for database
import/export to facilitate the management of vector/raster images.
Command tables are developed with Intergraph's MGE/MGA software;
Develop software drivers for exporting data and digital images to
various file formats for use on PC and Unix workstations; Customize the
Microstation software design, and application to meet specific
application development. This will include menu-drive systems to
inputdata automatically and prepare seed files for different
applications; Continually evaluate systems for possible technological
upgrades. The consultant will be required to provide onsite technical
support for software developmenta data translation, data base design,
and applications development. In order to provide introductory and
advanced support in the selected hardware and software, the consultant
should be experiended and knowledgable in the following:
HARDWARE-Intergraph 2730 Workstation; PC workstations using Intel-type
processors; Tape 2.3GB Cart tape in PEM Box; Digitizer-Intergraph
FTISI33 18X24; Eagle 3640 Clipper Scanner; HP 650C Plotter E/AO for
Cliper. SOFTWARE - CLIX operating system for UNIX environment; Module
Geographic Information System Enviornment (MGE) - Informix; Terrain
Modeler-MSM; Image Station Imager-ISI; Map Finisher-MGFN;
Plotting-IPLOT. The consultant should have the following minimum
qualifications: Post-graduate degree in Geography, Remote sensing, or
related field; extensive experience in software design and development;
familiar with essentially all aspects of GIS technology; proven
background with strong microstation Development Language (MDL)
programming experience; Experience in use of UNIX-based workstations
and support peripherals; Knowledg of CLIX system and MDL/C to use and
write utilities to convert coordinate systems; Knowledge of mapping
coordinates systems and map projections and the ability to convert from
one project to another. All interested vendors offering indentical or
equivalent services must identity their interest and fully document
their technical capability to meet the agency's requirements by
forwarding a detailed response within thirty (30) days of this notice.
All requests must be in writing and include company name telephone,
telephone number, GSA contract number if applicable and itemized
prices. All response must be sent to the attention of Mary Anne Wright,
Contract Specialist and reference OHL-95-0326. No telephone responses
will be honored. All responses from responsible sources will be fully
considered. As a result of analyzing responses to this synopsis of
intent the Contracting Officer may determine that a solicitation will
be issued. If a solicitation is issued, no additional synopsis will be
published. Any such solicitation will be issued to the intended vendor
and all firms that respond to this synopsos of intent or otherwise
request a copy of this solicitation. If no affirmative written
responses are received within thirty (30) calendar days after the
publication of this synopsis to the effect that a comparable source is
available, or is more advantageous to the Government than purchaing
from the open market, a contract will be placed with RAAM Consultants.
