Minnsota is seeking an organization that will propose and implement
revision to the current military health care system for the Minnesota
National Guard. Emphasis shall be placed on quality of care, overall
cost-containment, and maximizing the efficiency of the Minnesota
National Guard. Our goals and objectives are to collect information
necessary for the evaluation of competitive quotations submittedf by
qualified offerors. To provide a fair objective evaluation of
quotations. To result in an agreement between the successful offeror
and the Minnesota National Guard that will meet the following
objectives: Develop a system for tracking health-care services provided
by the Minnesota National Guard; To use the data in order to determine
the demand for military health care services; To develop a quality
assurance and utilization review program; To develop a quality
assurance and utilization review program; To maintain an open
relationship with the administration and health care staff of the
Minnesota National Guard; To perform complete and comprehensive review
of all medical bills; To review and recommend reasonable fees for all
health care services delivered outside of the military facilities; To
maintain complete, acurate, and confidential medical records. Offering
orangization must be able to computerize the medical information system
in the military and develop software that will meet the Minnesota
National Guard specific needs. The offering organization must have an
independent medical information systems department that is capable of
developing and implmenting the proposed program. The computer program
must have the ability to track ICD-9-CM diagnostic codes and relate
them to the corresponding CPT-4 procedures. The system must have a fee
schedule for out-patient services, hospitals, durable medical
equipment and prescription drugs. It should be sufficently flexible in
order to interface with a preferred provider network of physicians and
a medical review program. Identify preferred providerfs and apply
reduced rates to hospitals, physicians, durable medical equipment and
prescription drug charges. The system must compile data, and categorize
the patient's history so as to resemble a typical insurance claim for
benefits. A complete copy of the Health Care Cost Conainment Services
Request for Quotations will be provided to all potential offerors who
request one by submitting a written request to the address shown above.
Tis proposed requirement is unrestricted regarding business size. All
responsible sources may submit an offer which will be considered. RFQ
