(SM-ALC) intends to solicit for the acquisition of up to 142 Modular
Control Equipment (MCE) Pre-Planned Product Improvement (P3I)
Operations Module (OM) Interface Kits. The initial buy will be for 25
OM Interface Kits with options for the remaining kits. The MCE P3I
effort is an improvement program to the currently fielded MCE system,
the AN/TYQ-23 (V2). The MCE is a ground- based Tactical Command,
Control, and Communication (C3) system, housed in an 8'x8'x20' ISO
shelter referred to as an OM. The additional capabilities developed
under the P3I EMD program include: 1) Automated Air Tasking Order
(AATO) receipt and processing capabilities within the OM; 2)
Integration of a Joint Tactical Information Distribution
Systems/Tactical Digital Information Link-J (JTIDS/TADIL-J) capability
within the OM. and 3) Improvements to the Very High Frequency (VHF)
and Ground Mobile Forces/Satellite Communications (GMF/SATCOM)
communications within the OM. The contractor must have a thorough
technical knowledge of the current AN/TYQ-23 (V2) system including the
Digital Data Bus, the Operator Control Unit, the Communications
Interface Unit, Mass Memory Unit, Disk Memory Unit, Printer Unit, Voice
Communication Access Unit, and the MCE Interface Group (MIG). Also, the
contractor must have a technical and operational understanding of
Tactical Digital Information Links (TADILs)A/B/C/J. Any firm that
satisfies these requirements and others listed in this synopsis should
submit a qualification package to the above address within 15 days
after publication of this synopsis. This package should describe the
prospective source's : 1) knowledge of the AN/TYQ-23 System, 2)
technical expertise on the MCE P3I developmental program, and 3) past
experience on similar programs or equipment. All responses to this
synopsis will be evaluated and any firm requesting an RFP will be
provided one. See numbered notes below for other requirements and
information. The proposed contract action is for supplies and services
for which the Government intends to solicit and negotiate with only
one, or a limited number of sources under the authority of FAR 6.302.
Interested persons may identify their interest and capability to
respond to the requirement or submit proposals. This notice of intent
is not a request for competitive proposals. However, all proposals
received within forty five-days (thirty days if award is issued under
an existing basic ordering agreement) after date of publication of this
synopsis will be considered by the Government. A Determination by the
Government not to compete this proposed contract based upon responses
to this notice is solely within the discretion of the Government.
Information received will normally be considered solely for the purpose
of determining whether to conduct a competitive procurement. Award will
be made only if the offeror, the product/service, or the manufacturer
meets qualification requirements at the time of award in accordance
with FAR clause 52.209-1. The solicitation identifies the office where
additional information can be obtained concerning qualification
requirements is cited in each individual solicitation. It is suggested
that small business firms or others interested in subcontracting
opportunities in connection with the described procurement make contact
with the firm(s) listed. Security clearance will be required of all
bidders offerors. Specifications, plans, or drawings relating to the
procurement described are incomplete or not available and cannot be
