Chemical and Biological Defense Command (CBDCOM) intends to procure
5,729 each automatic chemical agent alarms on the basis of limited
competition, pursuant to FAR 6.302-1. All alarm systems shall perform
in accordance with the Automatic Chemical Agent Alarm (ACADA) system
performance specification. A basic contract for 100 units, a portion of
which will be subjected to Government production qualification testing,
with four production options, is contemplated. The quantity stated
above (5,729 each) reflects the total quantity under the contract
(I.E., basic and all options. Offerors will be required to submit Six
(6) bid samples (Automatic Chemical Agent Detection Systems) for
Government evaluation by 31 may 95. Competition will be limited to the
four (4) non-developmental items which were selected for participation
in shoot-off testing as a result of a Market survey conducted by the
U.S. Army CBDCOM. Participants in the shoot-off testing are:
Honeywell-etec-Nautik GMBH, Kiel, Federal Republic of Germany, or
licensees or distributors; Environicsoy, Mikkeli, Finland, or licensees
or distributors; Gruker-Franzen Analytic GMBH, Bremen, Federal Republic
of Germany, or licensees or distributors; and Graseby Ionics Limited,
Watford, UK, or licensees or distributors. Delivery dates and FOB
points will be determined prior to the issuance of the Solicitation.
The proposed contract action is for supplies or services for which the
Government intends to solicit and negotiate with a limited number of
sources under authority of FAR 6.302. See Note 22. NO telephone or
