617-377-6607. The Air Force anticipates a competitive acquisition for
a quantity of Hand Held Thermal Imagers (HHTI) to meet the requirements
of the Tactical Automated Security System (TASS) Assessment function.
The HHTI must support and be compatible with the TASS rapidly
deployable worldwide mission. A developmental effort for the HHTI is
not contemplated and use of commercial- off-the-shelf and
non-developmental items is requested to the fullest extent possible.
The Government anticipates procuring a quantity of devices ranging from
200 to 500 units beginning in FY1996. The HHTI must be a portable,
lightweight, direct view, electro-optical thermal imaging system which
can assist security personnel in assessing the source of alarms
emanating from intrusion detection sensors deployed as components of
TASS. The HHTI must meet operational requirements in all weather
conditions during daylight, darkness, or in ''dirty'' battlefield
conditions. The Government's HHTI screening criteria for potential
offers are as follows: The HHTI must: 1. Be capable of real time field
acquisition, identification and assessment of human targets at 500
meters and vehicle-sized targets at 1,500 meters under clear weather
conditions ( 11.2 Kilometers - 7 miles - visibility, and ambient
conditions defined as: temperature:230C +/- 100C, relative humidity:
50-80%, atmospheric pressure of 725, +55/-77 mm of mercury) 2. Have an
inherent EIA-STD-170 video output via a BNC female connector or other
common commercial video connector with dirt cover. 3. Have a minimum
Mean Time Between Critical Failure (MTBCF) of 2400 hours. 4. Provide a
TASS mission-supportable image to the operator in less than 20 seconds
after system activation. 5. Be inaudible outside 2 meters of the device
when operating. 6. Be battery operated, and also capable of running on
external 12 VDC to 24VDC power from either an AC adapter, external
battery, or vehicle power sources. This external power must be provided
to the HHTI without the need to remove the primary disposable or
rechargeable battery. 7. Be completely operational without sustainment
by consumables or replenishment other than batteries or external
power. 8. Be able to operate for 6 hours with a 100% duty cycle on one
integral battery unit at ambient operating conditions of approx. 25
degrees Celsius. Other characteristics include: The HHTI must have a
minimum field of view of 6 degrees in the horizontal and 4 degrees in
the vertical. The HHTI must have a low battery indicator which is
visible when the operator is viewing a scene through the HHTI. The
operating temperature range must be from -32 degrees Celsius to +49
degrees Celsius. It is desirable that the HHTI operate for 8 hours with
a 100% duty cycle on one integral battery unit at ambient operating
conditions of approx. 25 degrees Celsius. The HHTI must weigh less than
5 lbs without battery. The HHTI must require minimum operator actions
to bring to full operation. Potential bidders must be capable of
providing HHTI operators' training courses. All courses must be
conducted on-site within a 30 calendar day period at various CONUS and
OCONUS locations. Bidders must be capable of delivering a minimum of
25 units per month, with a desirable rate of 100 units per month.The
Government will require that bidders provide for each system the
following components: a vehicle power adapter with soft carry case, a
lens cleaning kit, operators manual, batteries, removable hand-strap
and military-style storage/carry hard and soft cases. The Government
contemplates a firm-fixed price, indefinite-delivery,
indefinite-quantity contract for all items under this contract. The
Government intends to use the two-step sealed bid process and the
submission of bid samples for this acquisition. The Government
anticipates requesting four bid samples to demonstrate system
performance to specification requirements. The performance
specification, technical proposal preparation instructions, bid sample
evaluation factors and test plan, schedule, and IFB will be posted on
the Hanscom Electronic Bulletin Board (HERBB) on or after May 30,

interest, capability, and background on this acquisition should submit
a technical information package not longer than 15 pages which will be
validated against the screening criteria and the other HHTI
characteristics outlined above. As an addendum to the technical
information package, firms should also submit three copies of a
commercial or production representative operator's manual and
operator's maintenance manual. A manual combining both operations and
operational maintenance is acceptable and desirable. Specifically, the
Government requests information that substantiates claimed operational
time for battery life from a single battery, 100% duty cycle at approx.
25 degrees Celsius, be included in the responses. The Government
anticipates issuing the solicitation in mid-June with technical
proposals due in mid-July. It is also anticipated that four bid samples
(with 5 each BA5847/U and BA5847/A batteries) will be required.. The
Government expects to return all bid samples within 60 days of receipt.
Firms must indicate whether they are a large, small, disadvantaged, or
women-owned concern and specify a contact person with their telephone
number. For this acquisition, a concern will be considered small if
its number of employees does not exceed 750. Additionally, sources
shall indicate if they are US or foreign owned/controlled. An Ombudsman
has been appointed to hear concerns from offers or potential offers
during the proposal development phase of this acquisition. The purpose
of the Ombudsman is not to diminish the authority of the program
director or contracting officer, but to communicate contractor
concerns, issues, disagreements, and recommendations to the appropriate
government personnel. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of the proposals or in the
source selection process. Interested parties are invited to call
