(210) 536-5770. Armstrong Laboratory is interested in receiving
proposals for the research effort descibed below. This solicitation and
resulting award shall be made in accordance with the R&D Contracting
Procedures described in DFARS 235.70. This is the solicitation; there
will be no formal RFP or RFQ. The name, address and telephone number of
the representative of the Contracting Officer for this solicitation is
shown as POC above. This solicitation consists of this synopsis, and
subsequent amendments, and a supplemental package which is being
released concurrently with publication of this solicitation. The ABDAR
acquisition is a 100% Small Disadvantaged Business (SDB) Set-Aside.
Offerors who did not respond to Sources Sought Synopsis PKR-SSS-94-10,
published 12 Aug 94, or Notice of Contract Action synopsis PKR 95-05,
published 2 Mar 95, should provide a written request in order to
receive the supplemental package and any subsequent amendments. All
mandatory terms, clauses and provisions at DFARS 235.7006, Research and
Development Streamlined Contracting format, and the following optional
items are incorporated by reference: B.3, B.6, C.2, E.1, E.4, F.3,

includes clauses and provisions from FAR 1990 edition updated through
FAC 90-22 and DFARS 1991 edition updated through DAC 91-6. The standard
evaluation factors found in Section M of DFARS 235.7006 apply. A single
award, Cost Plus Fixed Fee (Completion) type contract is contemplated.
Offerors should propose based upon the following CLIN structure: 0001
- Research and Data; 0002 - Software; 0003 - Field Test Equipment. The
Statement of Work is structured in a sequence of four phases. To assist
the Offeror in proposal preparation it is estimated that the period of
perfomance for Phase I is 12 months, Phase II is 12 months, Phase III
is 16 months, and Phase IV is 9 months which includes 3 months for
writing and reviewing the final report. To be responsive to this
solicitation submit: Technical volume, 8 copies, Cost Proposal volume,
3 copies. Proposals are due no later than 2:00 PMCT, 95May30, and

115L, Brooks AFB, TX. The page limitations for technical and cost
proposals are specified in DFARS 235.7006 (L.24). The DD Form 1423,
Contract Data Requirements List, is included in the supplemental
package. The complete technical requirements, including the reporting
requirements, are contained in the supplemental package. DD Form 254,
Contract Security Classification Specification is contained in the
supplemental package. A listing of Government Furnished Property (GFP)
is contained in the supplemental package. The ABDAR program will be
accomplished in four phases. Phase I will involve designing the system
baseline on the results of the requirements analysis task. Phase II
will develop and implement the capabilities of the Phase I design.
Phase III will develop technical data, integrate, and test the system
capabilities of the improved integrated maintenance information system
for a section of testbed aircraft. Phase IV will consist of continued
integration, testing, and final enhancements of the ABDAR
demonstration system. The system will be tested for validity, accuracy,
