Agency (DNA) is seeking to procure analytical studies to identify
alternative methodologies for elimination of Ukrainian SS-24
Intercontinental Ballistic Missiles (ICBM's) with emphasis on the
disposition of the missile's solid rocket motors and propellants. This
procurement is in support of the agreement between the Department of
Defense of the U.S. and the Ministry of Defense of Ukraine in
connection with the elimination of Strategic Nuclear Arms (SNAE), dated
5 Dec 1993. DNA anticipates making multiple awards. The alternative
methodologies would be submitted to the Government of Ukraine for
possible follow-on requirement development. The contractor would
prepare comprehensive program plan consisting of technical and business
plan which outlines a technical approach to remove and dispose of the
approximately 60 SS-24 missiles, at about 180 total stages. All
