The work and services relate to geotechnical engineering investigations
and will include the following: soil drilling and sampling by split
spoon, undisturbed and other sampling methods; performing field
strength tests including standard penetration, cone penetrometer, vane
shear, and other methods; ground water monitoring and sampling,
installation of water sampling wells, and rock and concrete coring. All
of the above may be done on land, in areas of difficult access, or over
water from the decks of barges or other floating plant. Also included
is laboratory testing of soil and rock samples for their engineering
properties; analysis and interpretation of geotechnical data;
preparation and compilation of geologic and geotechnical engineering
reports. The selected firm(s) will enter into negotiations for an
indefinite delivery type contract with the government for a term of one
year, with total cost not to exceed $750,000.00. The contract will
provide an option for the government to extend the contract for one
additional year, cost not to exceed an additional $750,000.00. The
proposed services will be negotiated and obtained through the issuance
of delivery orders during the term of the contract. Each delivery
order is not to exceed $150,000.00. 2. Work Locations: The work is to
be performed at various locations throughout the Detroit District. Two
contracts will be awarded, Area I (Lower Michigan and northern
Indiana), and Area II (Upper Peninsula of Michigan and adjacent areas
of Wisconsin and Minnesota that drain into the Great Lakes). 3.
Required Qualifications: Potential contractors must demonstrate in
their submissions the ability to meet the following requirements: a)
Professional qualifications and technical competence necessary for the
satisfactory completion of the required services stated in 1. above,
and capability to provide certification of all work by a professional
engineer registered in the state in which the work is performed. (Area
1 MI & IN; Area 2 MI, WI & MN) b) Specialized experience including:
investigation and testing of concrete, earth or rock dam/dikes (024 or
025); harbors, piers or revetments (042); flood control or drainage
(092 or 056); soils and geologic studies (097); and environmental
drilling (207); off -shore drilling and sampling, knowledge of and
experience working in the subsurface geology of the Great Lakes Region.
Experience, capability and training necessary to work on designated
HTRW (superfund) sites. Experience in the use of CADD systems (Computer
Aided Design and Drafting (019), including the ability of furnish
output files in Intergraph IGDS format. c) Availability of specialized
personnel and equipment including: drilling equipment necessary to
work in rough or swampy terrain, drill holes to depths of 150 feet or
more, and obtain adequate recovery of samples of all types of rocks and
woil, including up to 5'' diameter undisturbed samples of cohesive
soils; equipment necessary to perform laboratory tests on soils and
rock samples including Q (consolidated-undrained with pore pressure
measurements) tests; equipment necessary to install groundwater
monitoring/sampling wells, piezometers, and othr related
instrumentation, and perform pumping tests. The minimum available
in-house staff shall consist of the following: Solis Engineer or
Geologist (2-min), Draftsperson/CADD Operator (22-min), Surveyor
(1-min) with crew, Drille (1-min) with crew, Laboratory Director
(1-min), and Laboratory Technical (1-min). d) All field sampling
activities will be under supervision of an experienced graduate
geologist or soils engineer. e) Quality assurance program, experience
of QA/QC personnel, and laboratory procedures and equpment must be
certified or capable of passing inspection by the Government in
accordance with ER-1110-1-1261, ``Quality Assurance of Laboratory
Testing Procedures'', dated 28 November 1986. f) Location in the
general geographic area of Detroit District and knowledgeable of the
locality of the projects. g) Extent of participation of SB, SDB,
historically black colleges and universities, and minority institutions
in the proposed contract team, measured as a percentage of the
estimated effort. (Small Business 8% Goal, Disadvantaged Business 5%
goal, Women Owned Business 2% goal) h) The volume of work previously
awarded to the firm by the Department of Defense. EVALUATION CRITERIA:
Submittals will be evaluated against the specific required
qualifications stated above and the general criteria in Note 24 in
order of importance as listed. 5. SUBMITTAL REQUIREMENTS: Interested
firms having the capabilities to perform this work must submit two
copies of Standard Form 255 and two copies of Standard Form 254 for the
prime and all consultants to the above address not later than the close
of business on the 30th day after the date of this announcement. If the
30th day is a Saturday, Sunday, or Federal Holiday the dealine is the
next business day. Personal visits to discuss this project will not be
scheduled. This is not a request for proposal. Information to include

experience and equipment available to perform the above tasks. See
