The Headquarters Communications Systems Center intends to procure through a sole source lease with Carolina Telephone and Telegraph Company a Northern TeleCom Inc. (NTI) SL-1 Digital Switching System that provides CENTREX Private Line service for 1600 switched dial lines, access to Direct In-dial (DID), Direct Out-dial (DOD), and Two-way trunk groups, and administrative operator assistance. System includes Peripheral Call Management equipment consisting of Station Message Detail Recording (SMDR), Automatic Answering, Dial Intercom, Executive Voice Page, Emergency Group Alerting, Line/:Port Carrier interface, Touch-tone Receivers and Senders, Autovon (DSN) interface, and Public Address system equipment. Ancillary customer premise equipment includes, but is not limited to: ring down equipment, single line and multi-line telephone instruments, Key Telephone systems, external ringers, bells, and speakers, and external recording devices. Lease will cover operations and maintenance of all equipment and services. This acquisition is being conducted under the Air Force Statutory delegation of GSA's exclusive procurement authority for Federal Information Processing (FIP) resources. The duration of the contract period will be approximately from 01 Jun 95 through 30 Sep 95. This sole source acquisition is justified under 10 USC 2304 (c) (1). The Government intends to issue a Communication Service Authorization (CSA) for Pope AFB NC. The CSA will be written against the Defense Commercial Communications Office (DECCO) Basic Agreement.
