734-9907. This is a sources sought market survey synopsis and request
for industry comment concerning the feasibility and use of commercial
off-the-shelf (COTS) solutions to provide reliable and competitive
telecommunications services for US Air Force bases within the United
States and it's territories. Vendors are requested to provide comments
and available information on potential solutions (systems hardware and
software products) which will give ''on-base' customers access to a
competitive local telecommunications market. Vendors should identify
industry standard and non-proprietary interfaces, interconnection
systems, and information management systems to be used in providing for
a competitive and dynamic multi-faceted environment. Vendors should
describe their concept of operations which will provide for the ability
to segregate government, commercial, and individual (residential)
services, which must include segregation of billing and diversification
of individual service requirements. Vendors should describe how they
would provide/integrate access to local exchange carriers and
commercial communications services, both switched and non-switched
services to include but not limited to, dial services and features,
private line point to point services both analog and digital, cable
television services, wireless access, wide Area Calling, access to 800
(FTS 2000), 900, and 911 emergency response phone numbers etc. Also,
the procedures for interoperability with other commercial
communications vendors on a base should be identified. Vendors should
identify the extent of integration or management that is anticipated or
that will be required (i.e., how much government involvement will be
required for maintenance and management of telecommunications systems
to include: trouble reporting, fault isolation, operator assistance,
circuit record maintenance, and service order processing (etc.)? How
will residential and commercial customers on a base obtain maintenance
as opposed to on-base government customers who report outages to the
base communications squadron or other centrally designated base
location? Vendors should describe their capability to provide access on
a competitive basis to Directory Assistance, Inter-Exchange and
intra-LATA Long Distance and private line Carriers, and other types of
service providers. Vendors should describe their capability to provide
analog/digital data and/or video services they can provide and the
connectivity to individual subscribers for access to other high speed
data, video, and/or multi-media services. Vendors should describe the
type of infrastructure required to support their proposed systems
and/or services, what pieces of the infrastructure they can provide,
and what infrastructure must be provided by the Air Force. Vendor
recommendations are requested on the best means of transitioning
agencies to a competitive environment while ensuring customer support
through service order status/tracking and verification of vendor
production, delivery, service capability. Responses may include
information or comment on any portion of or all of this RFI. Multiple
solutions are acceptable provided sufficient detail is provided on each
solution proposed. The US Air Force does not anticipate that a single
vendor will provide all information on all services at all Air Force
sites. Vendors should indicate if their proposed solution or
capabilities are limited to any specific geographic region or by:
technology, resources, or regulatory restrictions (and if so state
where). Individual responses should indicate whether the firm is large,
small, small-disadvantaged, and/or a woman-owned business. Information
on currently installed systems and experience data and location of
installations would be helpful. The US Air Force will not assume
responsibility for any expense generated as a result of participation
in this survey. No Request for Proposal (RFP) or formal solicitation
will be issued resultant to this synopsis. This market survey is for
