Services to support Life Cycle Cost Estimating which includes expanding
present cost analysis capabilities, deriving cost estimating
relationships, developing models for the Government's use and assessing
costing evaluation techniques for submarine warfare and weapon systems.
100% Small Business Set-aside. ID/IQ type contract with Cost Plus Fixed
Fee Provisions is anticipated. The period of performance will be five
years. Total level of effort is 46,500 manhours. Minimum number of key
personnel required: Analyst III (1), and Analyst II (1). Additional
personnel required: Analyst (3) and Word Processor II (1). PQS
requirements for key personnel are Analyst III: Master's Degree
Mathematics or other Analytical Discipline, certification as a Cost
Analyst by the Society of Cost Estimating and Analysis (SCEA) is
desirable. If certified by SCEA, Bachelor's Degree Mathematics or other
Analytical Discipline is the minimum. Specialized experience includes
atleast five years cost engineering experience with large complex
military systems. Analyst II: Bachelor's degree Mathematics or other
Analytical Discipline. Certification as a SCEA is desirable.
Specialized Experience includes atleast three years of cost engineering
experience with large complex military systems. Award will be made on
the basis of ''Greatest Value''. Clearance to the SECRET level is
required. Evaluation criteria in descending order of importance are
