COMMERCE BUSINESS DAILY ISSUE OF APRIL 18,1995 PSA#1327PRIMARY STANDARDS LABORATORY The Primary Standards Laboratory (PSL) at
Sandia National Laboratories has attained DOE approval as a Technology
Deployment Center/User Facility and is seeking alliances or consortia
with industrial partners, universities and other government agencies.
The PSL's comprehensive capabilities cover the full range of metrology
disciplines and include precision measurements; primary standards
certification; development of measurement techniques standards, and
systems; and calibration of measuring and test equipment. The facility
provides laboratory capabilities in: Dimensional. DC/low frequency.
RF/microwave. Mechanical. Thermodynamic. Ionizing radiation. Optical
radiation. Time and frequency. The PSL has a long history of providing
metrology programs that ensure accurate measurements for the DOE
Nuclear Weapons Complex. It is dedicated to sharing knowledge and
capabilities in metrology with industrial partners by helping: Improve
measurement processes. Analyze standards. Perform precision
measurements. Establish and verify new capabilities. Provide hands-on
training. Characterize measurement uncertainties. Develop specialized
measurement techniques and standards. The PSL is located in the newest
metrology building in the country. This facility features
state-of-the-art environmental control. Temperature and humidity are
controlled using twenty-seven independent systems. Two laboratories are
controlled to within 0.01 degree C. All laboratory space is completely
enclosed with electromagnetic shielding at 40 dB attenuation. For
vibration control, all laboratory spaces are on continuous-pour,
post-tensioned slabs isolated from other parts of the building by an
air column. Support facilities for training and collaboration with
industry partners are available. Work space is also available for
visiting researchers, engineers, and metrologists. If the scope of a
project requires capabilities beyond metrology, the PSL can draw on the
resources of Sandia in materials analysis, advanced manufacturing,
computing, reliability testing, and more. This capability is now
available to industry through the National Competitiveness Technology
Transfer Act of 1989 which specifically encourages collaboration with
U.S. industries. A variety of arrangements are available including user
facilities, technical assistance programs, Work for Others programs,
Cooperative Research and Development Agreements, and programs designed
