process of issuing a solicitation for environmental remediation for the
removal/replacement of underground/aboveground storage tanks and
associated soil remediation. This solicitation is expected to be issued
by May 15, 1995. All work, including transportation and disposal of
contaminated material, shall be performed in accordance with all
federal, state and local regulations. Permit/license requirements
necessary to perform any and all work shall be the responsibility of
the contractor. Based on responses to the November 28, 1994 market
survey, the Government plans to issue this solicitation as a national
buy, on a competitive basis to SBA certified 8(a) small businesses
under SIC Code 8744. The size standard for this SIC Code is defined as
number of employees of not more than 500. The solicitation calls for
multiple awards on a regional basis. The Government intends to award
four (4) regional contracts from this RFP. The geographic location of
each region will be identified in the solicitation. One contract award
will be made in each region. Each contract to be awarded will be an
indefinite delivery-indefinite quantity contract with potential for
cost-plus-fixed-fee and fixed-price task orders. Each contract will
have an ordering period of no more than 60 months and a maximum ceiling
of $5 million. Those offerors interested in receiving the solicitation
must either send a written request at the address indicated in the
synopsis or telefax a request to (617) 494-3024. Firms that have
previously requested the solicitation under the November 28, 1994
sources sought synopsis will receive a separate mailing as to the
solicitation that they are interested in receiving. This announcement
is based on the best information available, is subject to additional
modification, is not a request for proposals, and in no way commits the
Government to award a contract. For Minority, Women-Owned and
Disadvantaged Enterprises: The Department of Transportation (DOT),
Office of Small Business and Disadvantaged Business Utilization
(OSDBU), has a program to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital assistance for transportation-related contracts. Loans are
available under the DOT Short Term Lending Program (STLP) at prime
interest rates to provide accounts receivable financing. The maximum
