Wandick (816) 426-6823 Ext. 237 SUPPLIES SOURCES SOUGHT: The government
intends to procure for a germanium well detector system. This system is
intended for use by the Great Lakes Environmental Research Laboratory
at Ann Arbor, Michigan in determining the content of gamma-emitting
radionuclides in environmental samples, particularly lead-210. This
nuclide emits a low energy gamma ray (46.5 KeV) which is at the low end
of the energy band over which most applicable well-detectors operate.
As a result, accurate determination of the activity of this nuclide
depends on minimizing electronic noise, particularly that associated
with microphonics. The well detector should be a hole-through design
and mounted in a 30 liter NPR cryostat with resistive feedback style
preamplifier and cable pack. The following criteria will be used to
evaluate responses: Evaluation criteria (in descending order of
importance; items 1-9 equal): 1) The vendor must be experienced in the
manufacture and installation of solid-state nuclear detection
equipment, specifically high-resolution gamma detectors for low-level
gamma-ray spectroscopy. 2) The system provided must be a true coax,
intrinsic germanium well-detector with a usable energy range of 10 keV
to 10 MeV. 3) The detector must be of hole-through design, employ
anti-microphonic suppression systems, possess a crystal-to-pre-amp lead
length of less than 1/2 inch and have a resistive feedback style pre-
amplifier. 4) The detector active volume must be greater than 160 cc
with a nominal well diameter of 14.5 mm. 5) Length of the well must be
sufficient to contain sample of 3.9 (+0.1) cm length wholly within the
active volume of the detector. 5) Energy resolution must be less than
2.2 KeV FWHM @ 1.33 MeV and less than 1.3 KeV FWHM at 122 KeV. 6)
Detector must be provided with a copper end cap and ultra
low-background internal hardware and electronic components. 7) Detector
must have an organic, ultra- low background well insert and be mounted
in a 30 liter cryostat (NPR configuration) with components out of the
line of sight of the crystal. 8) The detector system must be provided
with a lead shield designed specifically for NPR low-background
circular cylindrical cryostats with a clam-shell type top opening, and
consist of 1/2 in thick outer jacket of low-carbon, low cobalt-60
steel, with a 4'' thick bulk shield of virgin lead, contain a graded
cadmium and copper interior lining and have a cavity diameter of at
least 11 inches and length of at least 16 inches. 9) A steel table must
be provided which supports both the shield and detector system. 10) The
system provided must be able to operate for years at constant counting
efficiency without the need for factory repairs. 11) The vendor must
provide on-site assistance for the installation of the system. The
proposed contract action is for supplies for which the Government
intends to solicit and negotiate with only one source under the
authority of FAR 6.302-1. Interested parties may identify their
interest and capability by submitting a required qualifications
statement. However, all proposals (including responses to the
qualifications and capabilities statement items listed above) received
within forty-five days after the date of publication of this synopsis
will be considered by the Government. Solicitation No 52WCNR506042
will be issued O/A 05/01/95. A determination by the Government not to
compete this proposed contract based upon responses to this notice is

procurement. If no qualified responses are received, the Government
intends to contract with Princeton Gamma-Tech, Incorporated, Princeton,
New Jersey, which is the only known source for the required services.
