The Dahlgren Division, Naval Surface Warfare Center has a requirement for an ELINT collection system (ECS) for an airborne platform. The base system will consist of four signal collection/acquisition channels capable of being increased to 12 signal collection/acquisition channels. Program objectives are to improve collection performance over existing equipment (AN/USR-4), allow subsystem upgrade paths, provide fault isolation to system replaceable assembly (SRA), and provide a method to add new abilities without a back to the drawing board approach. To accomplish this, the ECS will require a modular design approach and rely primarily on commercial or government off-the-shelf components (non-developmental items) and documentation. A pre-production model will be required with options for up to 6 additional systems. These systems will require integration with current antennas and RF distribution and integration with AN/USR-4 acquisition subsystem. System spare parts, documentation, and on-site technical/logistic support, depot repair, training, installation support, low band RFD study, low band RFD EDM build, JASA compliant RF matrixes and receivers, and Mate 2 or BARBIE equipment will also be included as options in this effort. The performance specification for this requirement will be SECRET.
