This is not a presolicitation notice pursuant to FAR Part 5, but is a Market Survey to identify potential sources for the design and manufacture of replacement Fore and Aft Power Supplies for the F-5 Sidewinder. A formal solicitation does not exist at this time. This survey is for information and planning purposes only and does not constitute an Invitation for Bid or Request for Proposal and is not to be construed as a commitment by the Government. WR-ALC anticipates a competitive acquisition using government furnished specification, statement of work, etc. The two power supplies to be replaced/improved are NSN: 6130-00-934-1627AB, FWD Power Supply and NSN: 6130-00-009-1095AB AFT Power Supply. The depot lever repairable launcher power supplies must be capable of converting aircraft 115 VAC, 400Hz power to regulated 175 VDC (plus or minus 1.5 VDC) with loads from 0 to 4 amperes. The units must also contain an audio amplifier capable of an amplification factor of .45 to .6 over the frequency range of 840 to 1200 Hz with an input of 10 VRMS. The power supplies contain 5 relays that control the mission launch sequence and seeker gyro caging. The units must perform within specified limits without the need for any internal or external adjustments. The unit consists of both power supplies working in tandem. The approximate measurements of the power supplies are 9 X 2 X 4 inches and 8 X 2 X 4 inches. Potential sources interesed in participating in this survey must provide a written response that includes: Company Name, Address, CAGE Code, Point of Contact, Size of Business pursuant to SIC 3621, Statement of Domestic or Foreign Ownership, a copy of your DD Form 2345-Military Critical Technical Data Agreement, and documentation showing capabilities and experience (brochures, literature, contractual histories, etc.). Contractors may obtain a DD Form 2345 certification by contacting Defense Logistics Service Center, at 1-800-3572. The extent of foreign participation has not yet been determined and release of information will be determined at the time of solicitation. This documentation must include discussion of your company's experience in the following areas: (1) Power Supply Technology Experience - Provide a short description of your company's history regarding past power supply development and production efforts. Include information relative to input & output parameters, end item application, government contract numbers, type of contract, agency, name & phone number of contracting officer. Limit response to 3 pages. (2) Personnel Experience - Provide a short description/biography for your existing staff members in the areas of Engineering, Manufacturing, Evaluation & Testing, and Program Management. Limit response to 4 pages. (3) Facility Quality Programs - Describe the current quality programs in place at your power supply manufacturing facility. Include levels of inspection compliance with MIL-I-45208, MIL-Q-5958, ISO 9000, etc. Limit response to 1 page. (4) Test Equipment/Specialized Training - Describe your company's current available power supply test equipment or company personnel specialized training that would enable your firm to design/manufacture/test power supplies. Failure to provide all requested information may result in your company not being placed on the initial source list when/if a requirement generates.
