The Naval Research Laboratory intends to procure engineering and technical support which includes systems engineering (hardware and software), systems analysis (hardware and software) data collection and analysis, and database management for Electronic Warfare Support Measures (ESM). Major task areas include but are not limited to the following: ESM Receiver/Processor System Design and Fabrication Using Highly Integrated Components, ESM Threat Signal Analysis and Signal Processor Development Support and ESM System Architecture Development and Assessment. The period of performance is for one (1) year with four (4) one (1) year option periods. NRL anticipates awarding a CPFF Term Contract for approximately 30,000 hours per year. Offerors are advised that a conventional solicitation will not be issued as the solicitation will appear in a subsequent edition of the CBD utilizing the Research and Development Streamlined Solicitation (RDSS) procedures.
