Field, Milton, FL 32570-6159 C -- IQ CONTRACT FOR A/E PROJECTS AT NAS WHITING FIELD, MILTON, FL AND
VARIOUS LOCATIONS IN NW FLORIDA AND SE ALABAMA Sol N62467-95-R-3126.

24. This solicitation is unrestricted. The requirements will include
design and engineering services for various projects involving repair,
rehabilitation and construction in NW Florida and SE Alabama. Projects
expected to require design services include construction, interior and
exterior renovation of existing buildings, HVAC systems, roads,
parking lots, aircraft runways and parking aprons, drainage structures
and utility systems including airfield lighting, sewage and waste
water treatment systems. The scope of work may require evaluation and
definition of asbestos materials, toxic waste disposition and/or
pollution control work. Work requirements will be on an indefinite
quantity basis during the life of the contract. The contract shall not
exceed twelve months or $400,000 total fee. The guaranteed minimum fee
is $20,000. No one delivery order will exceed $200,000. The Government
reserves the option to extend the contract for 12 additional months.
In-scope changes to projects under this contract and/or contract
options are not subject to this 12 month limitation. THe following
guidelines, in relative order of importance, will be used in the
evaluation of A-E firms: (1) overall professional qualifications and
technical competence for performance of required services; (2) capacity
to accomplish the work in the required performance schedules; (3) past
performance on contracts with Government agencies and private industry
with respect to cost control, quality of work, and compliance with
performance schedules; (4) A-E firm's design quality control
practices/techniques; (5) ability to provide design products in
AUTOCADD format and construction bid packages in SPECSINTACT; (6)
location of the design firm within 100 miles of NAS Whiting Field (to
ensure timely responses to unanticipated requests for on-site support)
provided that application of this criterion results in an appropriate
number of qualified firms; (7) performance evaluatins on recently
completed DoD contracts; (8) volume of work awarded by DoD during the
last 12 months as described in Note 24; and (9) extent of participation
of small businesses, including small disadvantaged business,
historically black colleges and universities, and minority institutions
on the proposed contract team as measured as a percentage of the
estimated effort. A-E firms which meet the requirements described in
this announcement are invited to submit completed Standard Forms 254
and 255 for the prime firm and all consultants to the office shown
above. Firms responding by the 30th day from the CBD publication date
will be considered. Firms should submit only one copy of the
