F -- TREATMENT AND DISPOSAL OF CONTAMINATED SOILS SOL DE-AC05-96OR22410 DUE 062395 POC Robert E. French, Contracting Officer, (615) 576-4849 The Department of Energy, Oak Ridge Operations Office, is requesting bids on a price per pound basis for treatment of the Disposal Area Remedial Action (DARA) soil. The DARA soil is a mixed waste contaminated with polychlorinated biphenyls (PCBs),Resource Conservation and Recovery Act (RCRA) listed waste (F001, F002, F005, and F039), and uranium. The soil is a silty clay with a moisture content of 16 to 40 percent, oil and grease content of 0.04 to 4.6 percent, and bulk density of 1.5 to 2.1g/m l. Radioactivity levels are below 200 pCi/g. Because the waste came in contact with PCBs at a concentration of )50 ppm, it is also regulated under the Toxic Substance Control Act. It is located in a storage facility on the Oak Ridge Reservation, 2mil es west of the Y-12 Plant. One firm fixed price contract will be awarded to the qualified low bidder. The contract is to be awarded in calendar year 1995. Treatment facilities shall not be located on the Oak Ridge Reservation. Appropriate licenseand permits must be in place prior to award of a contract. Treatment of waste (3,850 cubic yards) must be completed within 2.5 years following award of the contract. The contract will be implemented in two phases. In Phase I the vendor must demonstratec apability to perform by transport of waste from the storage facility, treating no less than 500 lbs. of waste, and disposing of the treated waste and residuals at an appropriately licensed and permitted disposal facility. Treated waste may be disposedo f under an existing DOE contract. Phase I of the contract must be performed at the vendor's expense within 6 months of contract award. Phase II of the contract will be initiated upon successful completion of Phase I. Phase II will require treatmentof waste at a rate that will allow treatment and disposal of the total quantity of waste within two year period. Compensation will be provided at the bid price per pound. If the qualified low bidder is not successful in Phase I, a contract will beawarde d to the qualified bidder with the next lowest bid. Vendors will be required to guarantee their bid price for a period of six months from the initial contract award date to allow expeditious award of a follow-up contract if the initial award is notsucc essful. The Invitation for bid is anticipated to be released on May 26, 1995 to all who have requested it. A prebid conference will be held. This contract is subject to the Service Contract Act and the place of performance is unknown. Wagedeterminati ons have been requested for: Anderson and Unicoi County, Tennessee; Toole County, Utah; Clark County, Nevada; Jefferson County, Colorado; Travis County, Texas; Orange County, California; Fairfield County, Ohio; and Clarion county, Pennsylvania.
