is an acquisition for Overhaul/Repair and Support Services for the
CP-1516/ASQ and CP-1516A/ASQ Airborne Target Handover System (ATHS).
The basic contract period of coverage is one year. Three one-year
options are required thereafter. A Non Competitive negotiation with
Rockwell Collins, Cedar Rapids, IA is proposed IAW FAR 6.302-1(b)(1)
only one responsible source. Negotiations will be accomplished pursuant
to the authority of 10 USC 2304(C)(1). Specifications, plans, drawings,
or other technical data are not available to permit full and open
competition. All responsible sources may submit a proposal which shall
be considered by the Agency. Price history is not included in
synopsis. No telephone or other requests for procurement history shall
be accepted. The U.S. ARMY COMMUNICATIONS ELECTRONICS COMMAND (CECOM)
has established an Electronic Bulletin Board (EBB) to provide
electronic transmittal of Request for Proposals (RFPs) and Invitations
for Bids (IFBs) from Government to Industry. EFFECTIVE 1 OCTOBER 1994,
ALL SOLICITATIONS ISSUED FROM Ft. MONMOUTH FOR ACQUISITIONS OVER THE
SMALL PURCHASE THRESHOLD WILL Be SOLICITED VIA THE EBB. AFTER 1 OCTOBER
1994, ONLY THOSE PARTIES WHO Do NOT HAVE THE EQUIPMENT NECESSARY TO
ACCESS THE EBB WILL BE FORWARDED HARD COPIES UPON REQUEST. HOWEVER, As
OF 1 JANUARY 1995 HARD COPY WILL NO LONGER BE DISTRIBUTED. (Exceptions
are Post, Camp and Station acquisitions.) All interested parties
wishing to do business with CECOM are invited to access, operate, send
and receive data from the CECOM EBB system. To become a user of the
EBB you will need an identification code and password in addition to a
computer terminal equipped with the necessary hardware and software to
interface with the EBB system. This hardware and software required
includes a computer, modem, telephone line, communication software,
word processing software and a printer. If one intends to print
downloaded files (after decompressing) a fast, higher resolution
printer is advantageous. The EBB itself is an IBM compatible computer
running commercial bulletin board software. The EBB is equipped with
Hayes Ultra 14.4 band modems that are capable of supporting other Hayes
compatible 14,400 baud or lower modems. User's computer must be
equipped with a Hayes compatible 14.4 (or slower) modem. (Baud rates
less than 2400 are not recommended.) the EBB runs on MS-DOS Operating
System software. The majority of files will be created and stored on
the EBB in Microsoft's Word for Windows format since this is the
standard CECOM word processing software. If a file is not in Word for
Windows format, the file will be in Rich Text Format or ASC11 format -
a format capable of being imported into Word for Windows. WLhile not
required, a 17'' Super VGA monitor will better accomodate on screen
viewing of certain solicitation documents. Detailed information
reqarding system requirements is contained in the U.S. Army CECOM EBB
User's Manual. A User's Manual, Identification Code and password will
be issued upon request. All request must include 1) Company name, 2)
point(s) of contact names(s) and title(s), 3) return address(es), and
4) telephone numbers(s). Please send your request in writing to either
