J -- TECHNICAL SERVICES IN SUPPORT OF SURVEILLANCE AND CONTROL SYSTEMS PROGRAMS POC Mr. James K. McKenna, Contracting Officer, 617-377-7241. The Government is seeking a qualified contractor to provide labor and materials to replace the two Chrysler 2998 Centrifugal Chillers used to cool the array face of the Cobra Dane phased array radar system located at Eareckson Air Force Station, Shemya Island, Aleutian Islands, Alaska. The system used glycol as the cooling medium which is pumped by the chillers throughout the array. The labor and materials include, removal and purging of two Chrysler 2898 Centrifugal Chillers, installation and replacement of the two (2) main reciprocating chillers and and a third redundant reciprocating chiller (specifications below), chillers, piping material, insulation, electrical work, recommended spares list, operations and maintenance manuals, appropriate packaging and crating materials, freight (transportation to McChord Air Force Base, Washington State), and system test. The replacement chiller design must operate at all levels of its operating capacity from a minimum of 140 tons of cooling requirement to a maximum of 280 tons. Chiller installation should be designed to automatically cycle between the most efficient combination of two chiller units, depending upon system load. The load characteristics are as follows: 75% duty at 145 ton or less load/25% duty at between 145-250 ton load. In addition, the third chiller unit must provide necessary redundancy and support prolonged periods of maintenance and service. Prospective bidders will be subject to the following screening criteria: a. Working knowledge of phased array radar chiller configuration (thereby avoiding the need for a lengthy site survey given the tight schedule needs). b. Ability to perform the effort within strict schedule constraints (due to funding and operational consideration). Interested firms capable of meeting the above criteria must submit their statement of qualification within 15 days of this announcement. The statement must explicitly address the firm's ability to meet the above screening criteria and should be no longer than 15 pages including and graphics, tables or photographs. Any offeror initially judged to be unqualified will be provided a copy of the solicitation or request and any offer such a firm may submit will be evaluated without prejudice. This announcement does not constitute an IFB or RFP and is not to be construed as a commitment by the Government. The Government does not intend to award a contract on the basis of this notice or otherwise pay for information solicited.
