definite items: 1. Repair and modify #1 & #2 main cargo hatches 2.
Relocate two submersible pump outlets 3. Renew radar pedestal 4. Modify
No. 2 cargohold ventilation. %. Replace shaft seal cooling pumps 6.
renew vermiculite insulation 7. Temporary logistics, etc. Optional
items include but are not limited to the following: 1. Welding repairs
2. Additional temporary logistics, etc. Vessels homeport is
Philadelphia, PA. The place of performance is restricted to the USCGC
Red Oak's homepier. Vessel availability schedule is 14 Aug 95 for 21
days. Vessel length is 157 Foot Coastal Buoy Tender. A charge of
$100.00 is required in the form of a certified check or money order
made payable to the U.S. Coast Guard for requested drawings. All other
referenced documents are available for viewing at building 400N,
Governors Island, NY. The proposed contract listed here is part of the
Small Business Competitiveness Demonstration Program. Plans and
specifications will be issued on or after 08 May 95. All responsible
sources may submit a bid which shall be considered by the United States

Enterprises: The Department of Transportation (DOT) Office of Small and
Disadvantaged Business Utilization has programs to assist minority,
Women-Owned and Disadvantaged Business Enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates up to
$500,000 per contract to provide accounts receivable financing. The DOT
Bonding Assistance Program enables firms to apply for bid. performance
and payment bonds up to $500,000 per contract. DOT provides an 80
