M -- CIVIL ENGINEERING SERVICES (BASE MAINTENANCE SERVICES) Contract SSgt Chris Vaccarella, Contract Negotiator, or LaVerne G. Staden, Contracting Officer at (408)752-3609. Requirements include Civil Engineering Services for Onizuka Air Station, Sunnyvale CA; OAS Annexes 1, 2, and 3, Mountain View CA; Air Force permitted facilities on Moffett Federal Airfield; and Camp Parks Communication Annex, Pleasanton CA. The contractor shall provide all management, services, equipment, transportation and supplies necessary to accomplish complete operation, maintenance, repair, construction, and equipment installation support for real property facilities and real property installed equipment (RPIE). Real property operation and maintenance shall be provided 24 hours per day, seven days per week. Additional elements include the normal and emergency repair of facility structures and utility systems as well as a professional engineering staff. Potential bidders should have the capability of handling architectural, electrical, mechanical and civil engineering disciplines as well as comprehensive local level environmental protection program and the management of planning and programming for the Air Force constructions projects is also required. This will be a Cost Plus Award Fee contract. Basic contract period of performance is 1 Oct 95 - 30 Sep 96 with four (4) one year options. The acqusition will be full and open competition. A draft Request for Proposal (RFP) (consisting of Sections B, L, M and the Statement of Work (SOW) was issued 24 Feb 95. Release of the final RFP is anticipated to be on or about 28 Apr 95. Prospective offerors responding on the draft RFP: need not resubmit a request for the final RFP. For other offerors, request for the RFP must be in writing, limited to one copy per company. A Site visit is scheduled to held 18 May 95. The preproposal conference will be held 19 May 95. Attendance is limited to two persons per company including subcontractors. Individuals attending must respond by 12 May 95.
