703/812-0026 HSRP II is to assist Russian municipalities and
enterprises in developing construction & infrastructure financing
methods, and in privatizing housing assets, thereby assisting the
government of the Russian Federation in achieving its goal of
privatizing new housing construction and developing a prosperous,
market-based housing sector. As the Housing Sector Reform Program
matures from the development of demonstration projects to dessemination
of results and replicating successful activities, institutionalizing
the reforms has become a central focus of the project. Subcontracting
with small business concerns and socially and economically
disadvantaged entities: USAID encourages the participation to the
maximum extent possible of U.S. entities that are small business
concerns; small disadvantaged business concerns, including women-owned
concerns, historically Black colleges and universities; colleges and
universities whose student body is at least 40% Hispanic American; and
private voluntary organizations controlled by socially and
economically disadvantaged individuals, including women in accordance
with Part 19 of the FAR and Part 726 of the AIDAR. It is anticipated
that the prime contractor will make maximum practicable use of such
entities; subcontracting plans should be included in proposals
submitted. All requests for RFP No. OP/ENI/EPE-95-05 must be made in

Richard Mann. All requests must include four self-addressed mailing
labels. The RFP will be mailed via U.S. Postal Service on or about May
7, 1995. Limited copies of the RFP shall be made available for pick
up/walk-in no earlier than 3 days after the issuance date. Requests for
receipt of the RFP via courier will not be honored. Only one request
for the RFP per organization will be honored. This CBD notice can be
