originally publicized in the CBD dated April 13, 1995, is corrected as
follows: The Federal Aviation Administration (FAA) has a requirement
for Air Traffic Instructional services for newly hired and
developmental air traffic controllers with subsidiary FIP support
services also required. The contractor will be required to conduct
portions of the Federal Aviation Administration (FAA) Air Traffic
Program in accordance with FAA-furnished Performance Work Statement
contained in the solicitation. The specific DOT DPA case number is
M-30-95-024. The proposed contract will be a cost-plus-award-fee type
contract. The contract will contain clause 52.217-9, Option to Extend
the Term of the Contract. Estmimated start date is March 31, 1996.
Facilities and materials will be provided by the Government. The
Government does not intend to release an RFP draft. All work will be
performed at the Mike Monroney Aeronautical Center, 6500 South
MacArthur Boulevard, Oklahoma City, Oklahoma 73169. Pursuant to FAR
19.501(c), the contracting officer has determined that this acquisition
will NOT be set-aside for small businesses. A partial set-aside will
not be utilized because the requirement is not severable. The
solicitation will be available for full and open competition. The
solicitation will contain a 10% price preference for small,
disadvantaged businesses. The applicable SIC is 8249. For Minority,
Women-Owned and Disadvantaged Business Enterprises: The Department of
Transportation (DOT) Office of Small and Disadvantaged Business
Utilization has programs to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital and bonding assistance for transportation-related contracts.
Loans are available under the DOT Short Term Lending Program (STLP) at
prime interest rates up to $500,000 per contract to provide accounts
receivable financing. The DOT Bonding Assistance Program enables firms
to apply for bid, performance and payment bonds up to $500,000 per
contract. DOT provides an 80 percent guaranty on the bond amount to a
