Institute of Standards and Technology (NIST) has a requirement to
replace the Fire, Security, and Mechanical-Electrical Alarm Systems
with a combined Site Alarm System. The site has approximately 35
buildings on 232 hectare site (560 acres). Most of the buildings are
connected by an existing manhole-ductbank system and the alarm system
connections between the buildings will be fiber optic cable run in the
ductbank system. Some new ductbank will be installed under this
contract. The building panels shall be connected in a token ring
arrangement and will operate on an equal priority, with no master or
controlling panel. When the new system is operational, the old system
shall be removed. Since the site will be occupied during the
construction period, the old alarm systems shall be kept functional
until transition to the new system, and the transition time shall be
kept to a minimum. -- The base contract consists of the installation in
the required manholes and ductbanks of all fiber optic cable, fiber
optic patch panels, fiber optic related work, all building panels, all
contract center devices and work, all work in Building 101, and the
transition of the alarm system in Building 101 from the existing alarm
systems to the new alarm system. The contract shall have three
one-year option periods to complete the alarm system for the remaining
buildings. -- The period of performance for the base year is 365 days
after issuance of Notice to Proceed. -- It is anticipated that the
award will be a firm fixed price contract, 100% set-aside for small
business concerns. The magnitude of construction is between
$5,000,000.00 and $10,000,000.00. -- Complete specifications and
drawings will be available with the solicitation package on or about
May 1, 1995, with bids due 30 days after date of issuance. Please

company checks, or cash) in the amount of $62.00 for the drawings,
made payable to NIST and submit to the address above, Attention: Joan
