Force Space and Missile Systems Center (SMC) intends to release a
Request for Proposal (RFP) on 9 May 95 for the Low Cost Concept
Validation module of the Evolved Expendable Launch Vehicle (EELV)
program. The EELV system will support the Government portion of the
National Mission Model (excluding crew-rated or cargo return missions),
reduce overall system recurring costs, and maintain or improve the
reliability, operability, and capability of current medium through
heavy lift systems (i.e., Titan II, Delta, Atlas, and Titan IV).
Responsible offerors must have or be able to obtain the capability to
integrate, process, and launch classified payloads. The EELV system may
include, but is not limited to, launch vehicles, facilities, support
equipment, and payload integration in support of the Department of
Defense, the Intelligence Community, the National Aeronautics and Space
Administration, and the Departments of Transportation and Commerce. The
EELV development program will be conducted in three successive phases,
with each phase designated as a ''module.'' The program will begin
with a Low Cost Concept Validation (LCCV) module, followed by a
Pre-Engineering and Manufacturing Development (EMD) module, and then an
EMD module. The government will award up to four contracts, each to a
separate contractor, for the LCCV module using full and open
competition among U.S. manufacturers. (The LCCV RFP will describe both
what constitutes a contractor and a U.S. manufacturer.) The Government
intends to select two of the LCCV module contractors to perform the
Pre-EMD effort, and one of the Pre-EMD contractors to perform the EMD
effort. The cAs a general basis for award for the LCCV module, the
offerors must have a facilities clearance and personnel clearance at
the SECRET level. Companies which responded to the sources sought
synopsis or the Draft RFP synopsis need not submit another request for
the RFP. An RFP will automatically be mailed to these companies.

This notice is not a formal solicitation. The Government does not
intend to award a contract on the basis of this synopsis or to
