19 -- DIVING TENDER (YDT) POC Kendra Sullivan, Contract Specialist, (703) 602-3103. The Naval Sea Systems Command (NAVSEA) is seeking to determine industry's interest in providing two new construction standard commercial off-shore craft for use as Diving Tenders (YDT). These craft will be outfitted with Government-furnished diver training equipment, and will be adaptable to a 3-point moor in a sea-state 4 condition. Delivery will be required to the Navy Diving and Salvage Training Center in Panama City, FL. Delivery of the first tender would be required sixteen (16) months after contract award with the second tender required eighteen (18) months after contract award. Each of the craft must meet the following requirements: aluminum or steel construction, ABS certified for limited ocean going endurance cruising in compliance with USCG rules and regulations, 30 - 40 meters length overall, 8 - 10 meter beam, 2 meter maximum draft, 140 metric ton light displacement, twin screw, twin rudder, diesel powered, electrical generation capability to support diver and shipboard equipment/machinery, 10-15 knot speed capability at up to sea state 5, 800 - 1000 km range. Each YDT shall have training facilities for 25 male/female students and 7 instructors, and shall have messing/berthing capabilities for an eight man crew. Each Diving Tender shall include dive station support equipment including hydraulic divers tools, davits, a hydraulic winch to deploy and recover a small diver safety boat. Each craft shall have 100 square meters of open deck space to support diver operations and 20 square meters of secured storage for diving/salvage support equipment. Each craft shall be capable of structurally supporting a 16,000 lb divers recompression chamber system, a 6000 lb Navy installed Fly Away Dive System (FADS III), and a 2000 lb hydraulic system to control diver support equipment. Companies interested and capable of providing these Diving Tenders should provide the following to NAVSEA to indicate their interest: 8 X 10 photographs (broadside and head-on view) and drawings or sketches of similar craft built recently, or documentation substantiating the company's capability of building this type craft, and a cost estimate to build these two required Diving Tenders. Standard commercial literature or videotapes which adequately describe a company's candidate for use as a Diving Tender should also be submitted. This synopsis is intended as a market survey of potential vendors who can provide the required Diving Tenders to the Navy, not to solicit proposals. Any information and/or photographs submitted will not be returned. Responses to this synopsis must be submitted to NAVSEA prior to 12 May 1995.
