Bowers. The Naval Command, Control and Ocean Surveillance Center,
In-Service Engineering, East Coast Division (NISE EAST) in concert with
the Space and Naval Warfare Systems Command (SPAWAR), NISE West and
Naval Research and Development (NRAD) is seeking industry and customer
participation in the AN/WSC-3(V) XX Integrated Products Team (IPT).
The AN/WSC-3(V)XX is the follow-on/successor to the AN/WSC-3(V) family
of UHF transreceivers currently in the U.S. Navy inventory The
AN/WSC-3(V)XX IPT was chartered 13 MAR 95 by SPAWAR PMW 176 for the
purpose of providing the next generation of quality UHF satellite and
line of sight SATCOM/LOS Terminal Systems to all customers. To reach
this important goal, the IPT has developed a business plan which
outlines an open architecture approach allowing multiple vendors to
provide products which can be used in various combinations and
configurations to satisfy our customers' UHF SATCOM/LOS requirements
for surface ship, submarine, aircraft, and landbased installations.
This effort will encourage commercial off the shelf
(COTS)/Non-developmental item (NDI) equipment to the maximum extent
possible and will incorporate, at a minimum, the following functions
and capabilities for both 5 KHZ and 25 KHZ operations: (a) UHF demand
assigned multiple access (DAMA), (b) UHF SATCOM full duplex
transceiver, (c) UHF LOS half-duplex transceivers (d) UHF SATCOM
receivers, (e) Embedded COMSEC functions, and (f) UHF SATCOM/LOS
antennas. All terminal systems resulting from these efforts must be
able to operate transparently with current systems (since not all
current equipment will be replaced in the near term); Must be
compatible with existing COMSEC schemes; must be based on an open VME
architecture permitting easy and flexible upgrades in capacity and
capability, in consonance with the copernicus architecture concept; be
fully interoperable with related communications equipment of other
U.S. military services; represent current state-of-the-art in
electronics technology (desired: possess or be capable of upgrade to
incorporate emerging technologies such as advanced modulation and error
coding, and permitting high data rates/throughputs at/near theoretical
maximums available; equipment capable of remote control from a central
point via a common interface and standard common language); and be
capable of full spectrum 5 KHZ and 25 KHZ bandwidth waveforms in
accordance with MIL-STD-188-181, MIL-STD-188-182, and MIL-STD-188-183.
All equipment should be capable of sustained operation within the
environment attendant to Navy Combatant, Support Ship, Aircraft and
Shore Operations. NISE East Charleston is planning to host a one day
industry/customer conference on 18 May 95, starting at 9:00 AM in
Charleston, SC to discuss the AN/WSC-3(V)XX IPT's approach to migrate
to a fully open system UHF SATCOM/LOS communications architecture.

facsimile requests preferred. Persons interested in attending the
AN/WSC-(V)XX conference on 18 May 95 are requested to submit requests
in writing, including number of attendees, to Mr. Brad Hoisington, Code
541BH, at NISE East Charleston, 4600 Marriott Drive, North Charleston,
SC 29406-6504 with a copy to the contracting officer, FISC Charleston,
before 11 May 95. Attendance is limited to two (2) persons from each
organization. Include facsimile number on attendance request. The
specific location of the conference will depend on industry/customer
participation and will be furnished to those parties requesting
attendance NLT 15 May 95. Participation in the 18 May 95 meeting will
be totally at the attendees expense. Solicitation for any follow-on
