POC Eleanor E. Kaul, Contract Specialist; Gregory N. Smith, Contracting
Officer 301/713-0823 or fax 301/713-0806 NOAA intends to award a
contract on a sole source basis to RD Instruments, 9855 Businesspark
Ave., San Diego, CA 98131 for the purchase of the followiwng items:
Workhorse ''Monitor'', 300 kHz real-time Broadband acoustic Doppler
current profilers (ADCP), qty 2, part no. WM-300; 10 MB Memory Module
for the Monitors; qty 2, part no. WH-MEM-10; Pressure Sensor option for
the Monitor, qty 2, part no. WH-PRESS. These ADCPs shall be used as
part of a Physical Oceanographic Real-Time System (PORTS) to be
installed in Galveston Bay, Texas. The following are the performance
specifications unique to the RD Instruments Workhorse Monitor which are
required to meet the National Ocean Service (NOS) program requirements.
The instrument shall have an uncertainity for a 6 minute velocity
measurement with one (1) meter depth cells of +/- 3 cm/s or less. The
ping interval shall be one (1) second or less. The instruments must
operate from DC power, 30 volts or less, with a power requirement of
less than five (5) watts when operating and less than one (1) watt in
a standby mode. The instruments must also have an integrated compass,
tilt sensor, pressure sensor and a temperature sensor. The output data
stream shall provide an ensemble average, based on a user selectable
number of pings, in a binary data format which is stored in internal
memory and tranmitted at selected intervals. Communications with the
instrument shall be user selectable serial RS232, RS422, and RS485
format. The instrument's electronics must be housed in a molded
composite plastic pressure housing. The external height of the housing
shall not exceed 36 cm because the instrument shall be deployed in a
low profile, trawler resistant bottom platform. The maximum weight of
the instrument shall not exceed 15 kg to facilitate diver retrieval.
The instruments measurement technique employed by the ADCP must be one
that has proven performance and reliability. Interested parties may
identify their interest and capability to meet these requirements by
submitting information addressing the specifications outlined above.
