Laboratory has a requirement for research and development services to
support the development, testing, and Fleet implementation of General
Purpose Electronic test Equipment (GPETE) to meet current and future
equipment performance monitoring requirements for Shipboard Prime
Electronic Systems. The types of GPETE tested include Sonar Noise
Recorders, X-Y and Oscillographic Recorders, Microwave Synthesized
Signal Generators, Oscilloscopes, Spectrum Analyzers, Local Area
Network Testers, Fiber Optic Cable Testers, Power Meters, Optical Time
Domain Reflectometers, and other instruments that are by nature
consistent with emerging technology. The contractor shall provide
analysis, testing support (Electrical and Environmental, Temperature,
Humidity, Shock, Vibration, and Electromagnetic Interference (EMI),
design, engineering, fabrication of prototype hardware, and software
development to meet Fleet requirements. Tasking shall also include
studies and reports on areas of provisioning, logistic support,
requirements analysis, and testing. The task areas shall include GPETE
Bid Sample and Production Lot Testing, Salient Characteristic
development for Navy GPETE Program, the Navy GPETE Acquisition Program,
GPETE testing software development, Equipment Performance Monitoring -
Millimeter Waves instrumentation development, and task areas related
to the VLF/LF Transmitter Site Modernization. The period of performance
is for thirty-six (36) months. This requirement is 100% set-aside for
small business concerns. The SIC Code is 8731 and the size standard is
500 employees. Potential offerors are hereby advised that a

appear in a subsequent edition of the Commerce Business Daily. The
solicitation shall be published no earlier than fifteen (15) days after
the publication of this synopsis. Further, potential offerors are
