The USAF Headquarters Space and Missile Systems Center, Air Force
Materiel Command, Satellite and Launch Control Systems Program Office
(SMC/CW) intends to issue a Request for Proposal (RFP) for the Range
Standardization and Automation Phase IIA Program. The proposed contract
consists of two parts: (1) a systems engineering design effort to
analyze the requirements and perform trade-off studies to define the
most cost effective system design for the Spacelift Range System
(SLRS), and an integration effort to insure that the interface of the
SLRS have been well defined and to integrate current Range assets, RSA
Phase I assets, RSA Phase IIA products, and anticipated RSA Phase IIB
assets; and (2) a product development/deployment effort for those
products that will be developed/procured under this acquisition, RSA
Phase IIA (including initial spaces and non-developmental hardware and
software). The period of performance of the proposed contract is
anticipated to be contracr award through 20 Dec 2005, including all
options. The resulting contract is expected to be Cost-Plus-Award-Fee
with Cost-Plus-Fixed-Fee for the Non-Developmental Items (NDI) hardware
and software and initial spares and a Firm-Fixed-Price contract line
item for the delivery of the Draft A-level Specification. The contract
also provides an option contract line item for engineering analysis of
emergent technologies and changes in functional requirements. The
Contractor will be required to accept an Organizational Conflict of
Interest provision. All responsible sources may submit an offer which
will be considered. Anticipated RFP release is on or about 28 Apr 95
