DELIVERIES IN THE 1991 LONGITUDINAL FOLLOW-UP TO THE 1988 NATIONAL
MATERNAL AND INFANT HEALTH SURVEY Sol. DESPR-SYNOPSIS-95-16. Contact
Miss Virginia A. DeSeau/301/496-4611/Contract Specialist. The National
Institute of Child Health and Human Development (NICHD) is conducting
a market search for small business sources capable of performing an
assessment of the level of technoligical support at the facilities at
delivery as perteins to survival of extemely premature deliveries. The
available data that will be used for these assessments comes from the
1991 Longitudinal Follow-up (LF) Survey of the 1988 National Maternal
and Infant Health Survey (NMIHS). The LF was created by the National
Center for Health Statistics (NCHS) as a nationally representative data
base for studying children of the respondents in the 1988 NMIHS by
interviewing respondents two to three years later (in 1991). The
hospital of birth and other health providers were identified by each of
the mothers of the children for whom a questionnaire was returned for
the NMIHS. The LF included all women whose child was alive 1991 plus
samples from the fetal and infant deaths indentified in the NMIHS.
Additional information, available immediately and unconditionally, from
the American Hospital Association (AHA) files is required for the
analyses in order to link hospital data to the LF records. An offeror
must demonstrate the capacity to provide the confidential data on
hospitals from the AHA; to have successfully linked data from hospital
records to other survey data, e.g., NMIHS data; and, to have peformed
complex multivariate analyses using linked datasets. The study is
proposed to be conducted within a 12 month period. Any small business
responding to this synopsis should provide documentation of their clear
understanding, their ability and their prior experience in performing
the type of tasks required for this project. Each offeror should
specifically demonstrate their capability to immediately access the
required AHA data. Qualifications of personnel should also be addressed
emphasizing prior experience with conducting the type of multivariate
analyses as described above. Any shall business that believes that they
are capable of carrying out the above mentioned study, should submit a
detailed capability statement addressing each of the concerns
designated above. Again, the offeror should submit detailed
demonstrated experience in the areas mentioned above which should
include specific relevant studies conducted in the past that they feel
would prove their capability to meet the Government's requirements for
conducting the study. The purpose of this synopsis is to determine
whether there are any small businesses with the requisite
qualifications to perform the work described above. Capability
statements should be submitted within 15 days of the publication of
this synopsis. Three (3) copies of the capability statement should be
mailed to: Ms. Virginia A. DeSeau, Contract Specialist, NICHD, OGC,
