and Missile System Center, Directorate of Acquisition Civil Engineering
(SMC/CE) is seeking interested sources to provide Architect Engineering
Services for a Space Base Infrared System (SBIRS) Facility Study and
Option for SBIRS Design at Buckley Air National Guard Base, Aurora
Colorado. This project a study/design required in two (2) phases. (1)
A Facility Study to include, but not limited to, Fire Protection
System, Physical Security, Chilled Water, Computer room raised floor
systems, Heating, Ventilation and Air Conditioning (HVAC), Technical
Grounding Systems,Electrical Distribution Systems, Optical Fiber, Power
Filters, Mechanical Systems, Energy Management Control Systems (EMCS),
Uninterruptable Power Source (UPS), Tempest Shielding, Security
Compartmental Information Facilities (SCIF, High-Altitude
Electromagnetic Pulse (HEMP) Shielding, and Coordination Investigation
to include connection to Public Utility Systems. (2) Option to develop
complete design documents will require the Architect/Engineer (A/E) to
have knowledge and experience in the following design areas, Digital
Energy Management Control Systems (EMCS), SCIF, Tempest Shielding, HEMP
Shielding,Testing, Single Point Earth Ground, Low and High Frequency
Ground Systems, Electrical Relay Coordination, Uninterruptable Power
Source (UPS) Systems, Electrical Power Filters and Surge Arrestor
Protection. The SBIRS Study will be administered and managed by SMC/CE,
2420 Vela Way, Suite 1467, Los Angeles Air Force Base, El Segundo CA
90245-4659 and the Option for Design will be administered and managed
by the Omaha Corps District (CEMROMD-MM), 215 N 17th Street, Omaha,
Nebraska, 68102-4978. The SBIRS Facility Study A/E will establish
associate contractor relations with SBIRS Pre-EMD Contractors. The
Government may proceed to a Design-Build after the SBIRS Facility Study
is completed due to time constraints for facility completion. In this
case, the Option for Design of Facilities will not be exercised. NOTE:
The Facility Study A/E can not submit a proposal for the Design-Build
proposal package. The Architect/Egnineer (A/E) selected for this
prject must submit for approval a project specific Design Quality
Control Plan as a condition of contract award (NOT REQUIRED WITH
254/255 SUBMITTAL). The A/E submittal in block 10, SF 255, shall
include the following information: A Design Management Plan (DMP). This
DMP should be brief and includes an explanation of the firms's
management approach, management of Subcontractors, (if applicable)
specific quality control procedures used and an organizational chart
showing the inter-relationship of management and various team
components, including subcontractors, also include the firms present
workload and availability of the project team, including consultants,
for the specific contract performance period. Past performance and
familiarity with the Charrette process through use of in-house staff or
consultants. NOTE: The A/E project team shall have a Secret Clearance
for this procurement. Firms desiring consideration must submit Standard
Forms 254 & 255 within 21 calendar days after publication of this
notice. Reference Request for Proposal F04693-95-R-0054. The area and
radius of firms to be considered shall be located within 1200 miles of
Denver, Colorado, providing that the application of this criteria
leaves an appropriate number of qualified firms. The proposed Request
for Proposal is open to both Small and Large Business Concerns. If a
large business is selected for this project, it must comply with FAR
52.219-9 regarding the requirement for a subcontracting plan on that
part of the work it intends to contract. This plan is not required with
this submittal. The subcontraacting goals for this contract are that a
minimum of 28% of the contractor's intended subcontract amount be
placed with Small Businesses (SB), including Small Disadvantaged
Businesses (SDB), and 8% be placed with SDB. The estimated construction
cost range is more than $10,000,000.00. Responses to this announcement

Twenty One (21) Calendar days from the date of this issuance to be
