Synopsis# 0024 was in error. The revised CBD announcement and correct
background information is enclosed. Please not the due date has been
extended to May 26, 1995. The Hungarian Office of Prime Minister
invites the submission of qualification and proposal data (collectively
referred to as the Proposal) from interested U.S. firms which are
qualified on the basis of experience and performance to perform a
Management Information System (MIS) feasibility study. The objectives
of the study are to evaluate the commercial and technical
specifications for the acquisition of an Integrated Governmental MIS
for document exchange between the Hungarian Parliament, Office of Prime
Minister, and other Ministries in Budapest. Specific tasks will include
the following: (1) Assessment of the Existing Situation and Future
Needs of the Office of the Prime Minister and Parliament. (2)
Definition and standardization of governmental documents. (3)
Development of IT standards. (4) Preparation of IS Guidelines. (5)
Development of functional technical specifications. (6) Write
commercial specifications. (7) Information Management Organization. (8)
Draft Solicitation Document and Statement of Work for Procurement and
Installation of Information System. (9) Presentation of procurement
document. A Definitional Mission (DM) Report is available from the U.S.
Trade and Development Agency (USTDA), Room 309, SA-16, Washington, DC
20523-1602. Requests for the DM should be faxed to the IRC, USTDA (fax:
(703)-875-4009). Please include: your name, company name, address, and
telephone number. No telephone requests will be honored. If you would
like the report sent to you via courier delivery service, include the
name of the courier company and your firms account number. The
selected U.S. firm will be paid in U.S. dollars from a U.S. $219,000
grant to the Office of Prime Minister by USTDA. All goods and services
to be provided by the selected firm and its subcontractors must have
their nationality, source, and origin in the United States or Hungary.
In no case shall goods or services having their nationality, source or
origin in Hungary exceed twenty percent (20%) of the amount of the
grant provided by USTDA. Interested U.S. firms should submit five
copies of their proposal in English to Mr. Janos Horvath, Secretary of
Inter-Ministerial Committee for Information Technology, Office of
Prime Minister, Kossuth ter 4, H-1055, Budapest, Hungary (tel)
36-1-268-33-23 (fax) 36-1-268-33-22. Proposals will be due by the close
of business May 26, 1995. Evaluation criteria will consist of the
following: 1.) General experience (demonstrated ability to provide
qualified people, overseas experience with special emphasis in Central
and Eastern Europe, demonstrated ability to complete the study in
time) 30%; 2.) Special experience and expertise in MIS studies,
economic and financial feasibility analysis 30%; 3.) Experience in
organizational planning 10%; 4.) Professional staff qualifications and
capability (years with firms, overseas experience directly related to
project scope, relevant experience in Hungary or Region) 10% ; and 5.)
Project personnel fluency in Hungarian language 20%. Price will not be
a factor in contractor selection, and, therefore, cost proposal are
not required. The Office of Prime Minister reserves the right to reject
any and/or all Proposals. The Office of Prime Minister reserves the
right to contract with the selected firms for subsequent work related
to the project. The Office of Prime Minister or USTDA are not bound to
pay any costs associated with the preparation and submission of
proposals. Only U.S. firms and individuals may bid on the
USTDA-financed activity. Interested firms, their subcontractors, and
individuals (including employees of such firms and subcontractors) must
qualify under USTDAs nationality requirements as of the due date for
submission of qualifications and proposals and, if selected to carry
out the USTDA-financed activity, must continue to meet such
requirements throughout the duration of the USTDA-financed activity.
Firms agree by their response to this announcement to abide by the
