requires a contractor that is capable of providing emergency and time
critical hazardous waste and oil responses and removals for Agency's
Office of Emergency and Remedial Response in EPA Regions 6, 8, and 9.
Region 6 includes Arkansas, Louisiana, New Mexico, Oklahoma, and Texas.
Region 8 includes Colorado, Montana, North Dakota, South Dakota, Utah,
and Wyoming. Region 9 includes Arizona, California, Hawaii, Nevada,
American Samoa, and Guam. The contractor must be able to provide all
the necessary equipment, personnel and materials required to perform
the specific cleanup and/or removal services to accomplish containment,
countermeasures, mitigation, restoration, transportation and disposal
of hazardous substance releases that will be specifically detailed in
individual delivery orders within the time frames determined by the
Agency's On-Scene-Coordinator and detailed in the Statement of Work of
the contract. The contract resulting from this solicitation will
provide the services necessary to respond to emergencies, time critical
incidents and early/quick remedial actions arising from oil, petroleum
and hazardous substance releases or threats of releases in the EPA
Regions listed above. The SIC Code is 8744. The contemplated contract
type in a Time and Materials contract. The period of performance will
be for a base period of one (1) with options to extend the contract for
four (4) one year additional option periods. The contract will also
have a 50% quanity option within the base year period and within each
subsequent option year exercised by the Agency. RFP W400735-G5 will be
issued on or about June 1, 1995. All responsible sources may submit a
proposal in response to the RFP. This is an unrestricted procurement.
Proposals must be submitted within 45 days after the issuance of the
RFP. Firms interested in receiving this solicitation, which provides 1)
the detailed Statement of Work, 2) information on the Mentor-Protegee
Program, and 3) evaluation factors for award, should submit a written
